In order to issue a certificate attesting that the applicant is/is not the beneficiary of a scholarship abroad offered by the Ministry of Education and Research, the petitioner must submit the following documents to the Ministry of Education and Research:

a) application accompanied by consent regarding the processing of personal data (predefined form); the document must be filled in and signed by the petitioner (the signature may be handwritten, electronic, or digital) – documents in Word or PDF format are accepted;

ATTENTION: documents that are not signed will be rejected!

b) legible copy of a valid identity document: identity card or the page with personal data from the passport (scanned document) – PDF or JPEG format documents are accepted,

*For requests sent through ROePAS it is not necessary to submit a copy of the identity card if the data is found in the computer system.

c) legible copy of the birth certificate and marriage certificate, if applicable – PDF or JPEG format documents are accepted.

Incomplete or non-compliant requests may be completed within 20 working days.

Requests can be transmitted:

– online, through the Single Point of Access to Public Services ROePAS – from accounts accessed via ROeID or eIDAS;

– physically, by mail, courier or direct submission to the Registry of the Ministry of Education and Research at Str. Spiru Haret no. 12, sector 1, Bucharest.

The final document is a certificate issued by the Ministry of Education and Research, exclusively in electronic format, within a maximum of 30 days from receipt of the complete application. The certificate is valid in the academic year in which it was issued (01 September of the current year – 31 August of the following year).

The certificate is sent:

- for requests submitted online, via the Single Point of Access to Public Services ROePAS;

- for requests submitted physically, to the petitioner’s email address specified in the application.
