The procedure is addressed to individual owners of immovable property who have a qualified certificate with extended electronic signature and who request the issuance of the fiscal attestation certificate. The fiscal attestation certificate is issued by the Local Fiscal Directorate Sibiu at the request of taxpayers based on an application for issuing the fiscal certificate, completed and signed with extended electronic signature or at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of the public notary, according to the delegation given by the taxpayer.
In the case of transferring ownership of buildings, land, and means of transport, the fiscal certificate must attest the payment of all fiscal obligations owed to the local public administration authority in whose jurisdiction the asset being transferred is fiscally registered. For the asset being transferred, the owner must pay the tax owed for the year in which the asset is transferred. The certificate can be presented by the taxpayer, in original or in a certified copy, to any requester.

- for the issuance of the certificate in urgent regime, on the day of submitting the application a special fee of 16 lei is paid to account RO70TREZ57621360206XXXXX Sibiu Treasury CF 4270740. The submission of the application for certificate issuance and proof of payment must be submitted by 12:00 PM in order to be issued on the same day.
If the request for the fiscal certificate is made by the public notary, they are obliged to attach the delegation given by the taxpayer (electronically signed).
After registering the application for issuing the fiscal certificate you will receive an email with the amounts due which can be paid on the Sibiu City Hall Portal - https//extranet.sibiu.ro/default.aspx (by authentication) or on the Portal www.ghiseul.ro (with or without authentication). After making the payment, please send proof of payment.

Electronic fiscal attestation certificates will bear the digital signature of the director. The original document is the electronic format. It can be printed and presented on paper, but the validity of the document is proven by presenting it in electronic format. Any alteration of the electronic fiscal attestation certificates leads to loss of validity.
The digitally signed electronic document is under the protection of Law no. 455/2001 regarding electronic signature and will produce the same effects as the act in authentic form.
