The procedure regulates the recognition at Transilvania University of Brașov of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:
(a) accredited higher education institutions from a member state of the European Union, the European Economic Area, and from the Swiss Confederation;
(b) accredited higher education institutions outside the countries provided in letter (a), included in the list of prestigious universities from other states, approved/updated by order of the relevant minister;
(c) accredited higher education institutions that are subject to an international convention of mutual recognition, concluded at an intergovernmental level;
(d) accredited higher education institutions from other states than those provided in letters (a)-(c); in such a case, the recognition of the diploma/title of doctor is conditioned by the fulfillment of the quality standards imposed on a doctoral thesis at the national level (including regarding the content of the doctoral thesis).
For the recognition of the diploma and the title of doctor in sciences or in a professional field, UNITBV collaborates with the National Center for Recognition and Equivalence of Diplomas (CNRED) and the National Commission for Attestation of University Titles, Diplomas and Certificates (CNATDCU) and sends annually to CNRED a centralized situation of recognition requests and the decisions issued. If the intergovernmental international convention (accredited higher education institutions that are subject to an international convention of mutual recognition, concluded at an intergovernmental level) requires, for recognition, the fulfillment of the national procedures for the attestation of doctor titles, applicable to Romanian citizens, the files are sent to CNRED to be forwarded to CNATDCU for evaluation. Based on the decision of CNATDCU, the university issues the decision of recognition or non-recognition, as applicable.
Doctoral diplomas subject to recognition will be authenticated with the Hague apostille for states that are parties to the Hague Apostille Convention, and for the other states the documents will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities in the country of origin. Exemption from apostille or superlegalization is permitted under the lawfor persons who benefit from a form of international protection on the territory of Romania, in accordance with the provisions of an international treaty to which Romania is a party or when the study documents can be verified in the online databases of the issuing institutions or authorities from the country of origin. In the event that there are suspicions regarding the authenticity of the study documents, UNITBV will notify the competent bodies.

In the case of a decision not to recognize the diploma and the doctoral title, the applicant is also informed of the reasoned decision of the evaluation committee, and may submit an appeal within 30 days from the date of confirmation of receipt of the decision. The appeal must be formulated in writing, motivated, registered, and submitted to the registry of Transilvania University of Brașov.
The appeal submitted by the applicant will be analyzed and resolved by the Council for Doctoral University Studies (CSUD) of IOSUD-UNITBV within no more than 30 days from the date of registration at the university. The CSUD’s decision regarding the appeal is irrevocable at the level of Transilvania University of Brașov and is communicated to the applicant at the indicated correspondence address.
