In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities of certification of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States, consist in the preparation and issuing of documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As the case may be, the certification documents are certificates or recommendations.

Online applications for issuing the documents necessary for the recognition for professional purposes of the above-mentioned Romanian titles, accompanied by the corresponding documents, are to be submitted through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT become a member of OAMGMAMR, the application will be submitted online via PCUe to the OAMGMAMR branch in whose territorial jurisdiction he/she resides.

In the event that the applicant does not attach all the requested documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be transmitted online to the applicants through PCUe by the county branch of OAMGMAMR to which they have submitted the electronic file.
