This procedure is intended for Romanian citizens, citizens of European Union member states, of the European Economic Area, as well as citizens of the Swiss Confederation who studied in Romania and obtained an official qualification title in physiotherapy according to art. 11 letters a) and c) of Law no. 229/2016 and who are requesting the issuance of a certificate of conformity, for the purpose of practicing, independently or as employees, the profession of physiotherapist, regardless of whether or not they are members of the College of Physiotherapists of Romania.


​According to art. 5, letter u) of the Statute of the College of Physiotherapists of Romania approved by the Order of the Minister of Health no. 4086/2024, CFZRO, as the competent authority, issues documents necessary for the recognition in other member states of the European Union, in states belonging to the European Economic Area and in the Swiss Confederation of qualification titles in physiotherapy obtained in Romania, respectively the Certificate of Conformity.

FEES

Physiotherapists who are members of CFZRO
200 RON, representing the issuance fee for the Certificate of Conformity of Studies within a maximum of 30 days

400 RON, representing the issuance fee for the Certificate of Conformity of Studies in urgent regime

600 RON, representing the issuance fee for the Certificate of Current Professional Status and the Certificate of Conformity of Studies, if the files are submitted simultaneously, in urgent regime

Physiotherapists who are NOT members of CFZRO
400 RON, representing the File Verification Fee for Physiotherapists who are NOT members of CFZRO in the amount of 200 RON and the Certificate of Conformity Issuance Fee in the amount of 200 RON within a maximum of 30 days

– 600 RON, representing the File Verification Fee for Physiotherapists who are NOT members of CFZRO in the amount of 200 RON and the Certificate of Conformity Issuance Fee in the amount of 400 RON in urgent regime

Certificate of current professional status*

This procedure is addressed only to members of the College of Physiotherapists of Romania (CFZRO) or persons who previously held this status.

The certificate of professional status is the document that contains relevant personal data regarding the honorability and professional morality with which the physiotherapist exercises his profession and it is issued to guarantee the quality of the services provided, as well as to guarantee the safety of patients in relation to him.

According to art. 5 letter t) of the Statute of the College of Physiotherapists of Romania approved by the Order of the Minister of Health no. 4086/2024, CFZRO, as the competent authority, certifies the honorability and professional morality of its members and issues, upon request, the certificate of current professional status for its members.

FEES

200 RON, representing the issuance fee for the current professional status certificate within a maximum of 30 days

400 RON, representing the issuance fee for the current professional status certificate in urgent regime

600 RON, representing the issuance fee for the current professional status certificate and the certificate of conformity of studies, if the files are submitted simultaneously, in urgent regime

Suspension of CFZRO membership status*

This procedure is addressed only to members of the College of Physiotherapists of Romania (CFZRO).


CFZRO members may request the suspension of their membership for a definite period, for objective reasons, namely:


a) any form of unemployment, according to current legislation, for a period of at least one month;

b) suspension of the employment contract due to maternity leave, for a period of at least one month;

c) suspension of the employment contract due to paternal leave, for a period of at least one month;

d) suspension of the employment contract for raising a child up to 2 years of age or a child with disabilities until reaching 3 years of age;

e) suspension of the employment contract due to leave for caring for a sick child up to the age of 7 or, in the case of a child with disabilities, for intercurrent illnesses, up to the age of 18;

f) suspension of the employment contract for temporary incapacity for work, for a period of at least one month;

g) suspension of the employment contract for any other reasons at the initiative of the employee, for a period of at least one month;

h) other objective reasons that justify the suspension of CFZRO membership, for a period of at least one month.


The suspension of CFZRO membership becomes effective and produces effects from the moment the suspension request is approved by the president of the territorial college.

During the period of membership suspension at the CFZRO member's request:

- all rights and obligations provided by the current legislation regarding the exercise of the physiotherapist profession are suspended;

- the suspended member will not have the obligation to pay the membership fee;

- the suspended member will not have the right to practice as a physiotherapist.

CFZRO members may request the termination of their membership status in CFZRO for objective reasons, 15 days before the termination date.

The termination of membership comes into force and produces effects from the moment of approval of the request by the president of the territorial college, from which time all obligations and rights provided by the legislation in force regarding the exercise of the physiotherapist's activity, including the applicant's right to practice as a physiotherapist, cease.

Recognition of physiotherapist qualification titles obtained in another EU Member State, in a state belonging to the EEA or in the Swiss Confederation*

The recognition of official physiotherapy qualification titles obtained in another EU Member State, in states belonging to the European Economic Area and in the Swiss Confederation, aims to facilitate the right of establishment and the holder's access to the physiotherapist profession in Romania.
The profession may be practiced after obtaining the status of member of the Romanian College of Physiotherapists (CFZRO), the free practice authorization accompanied by the annual endorsement, following the recognition of the qualification.

This procedure does not apply in the case of temporary or occasional professional activity in Romania by physiotherapists established in another Member State. By exception, it applies for the first provision of services in the situation where CFZRO decides that the providing physiotherapist must take an aptitude test.


Procedure description:

  • Within one month from the date of registration, CFZRO notifies the applicant, confirming the receipt of the file and, if necessary, requesting the completion with missing documents.
  • Within a maximum of 3 months from notification, the applicant is required to complete the file with all requested documents. If the applicant does not comply with the deadline for completion, upon expiration, CFZRO files the application and notifies the applicant in writing to this effect. Within 120 days from submission of the complete file, CFZRO analyzes the applicant's training and professional experience and formulates a well-justified proposal regarding the solution of the application, namely:

a) Recognition of qualification without the implementation of compensatory measures. Based on this proposal, the President of CFZRO issues the qualification recognition decision.

b) Recognition of qualification with compensatory measures. This proposal, as well as the curricular differences established by CFZRO, the corresponding bibliography, and the duration of the adaptation internship, are approved by the President of CFZRO and communicated to the applicant within the aforementioned 120-day period. If the applicant chooses to take an aptitude test, the test date will be established in agreement with the applicant, within a maximum of 6 months from the date the president approves the recognition of qualification with compensatory measures.

The President of CFZRO issues the qualification recognition decision based on the documents attesting the implementation of the compensatory measure by the applicant.

In both situations, the qualification recognition decision is communicated to the applicant and the territorial college of their domicile, for the purpose of obtaining the free practice authorization and the annual endorsement.

CFZRO may exchange information via the Internal Market Information System of the European Union according to administrative cooperation procedures, as provided in Regulation (EU) No. 1.024/2012 of the European Parliament and Council of 25 October 2012 on administrative cooperation through the Internal Market Information System and repealing Commission Decision 2008/49/EC ("the IMI Regulation") and Commission Implementing Regulation (EU) 2015/983 of 24 June 2015 on the procedure for issuing the European Professional Card and applying the alert mechanism under Directive 2005/36/EC of the European Parliament and Council.

The transfer of a member of the College of Physiotherapists in Romania from one territorial college*

The temporary or occasional provision of physiotherapy activities on the territory of Romania and the automatic temporary registration with the Romanian College of Physiotherapists*

The provisions of this procedure apply exclusively to physiotherapists who travel to Romania for the purpose of exercising, on a temporary and occasional basis, physiotherapy activities and who meet one of the following conditions:
a)are established for the purpose of exercising the profession of physiotherapist in another Member State of the European Union, in a state belonging to the European Economic Area or in the Swiss Confederation, hereinafter referred to as Member States;
b)have practiced the profession of physiotherapist in one or more Member States for a period of at least one year in the last 10 years prior to the provision of services, when the profession is not regulated in the Member State of establishment. The condition of AHVing practiced the profession for one year does not apply if the profession or the education and training leading to the exercise of the profession are regulated.

The temporary and occasional nature of providing physiotherapy services is evaluated on a case-by-case basis by the College of Physiotherapists of Romania, hereinafter referred to as CFZRO, especially according to the duration of the provision, frequency, periodicity, and continuity thereof.

For automatic temporary registration at the first provision of services in Romania, the applicant physiotherapist submits the following documents to CFZRO:

a)the declaration mentioned in fluent. 4, according to the model provided in Annex no. 1;
b)a copy of the citizenship document (passport or identity card) and, where applicable:
(i)a copy of the marriage certificate or any other relevant document, in case of name change, if different names appear on the documents;
(ii)the birth certificate or other document indicating the place of birth, if it does not appear on the passport or identity card;
(iii)for applicants who are not citizens of a Member State: a document certifying the status as a family member of a European Union citizen or refugee status or long-term resident status in a European Union Member State or any other relevant evidence demonstrating that the holder could benefit from the rights conferred by the European Union in the event of holding the EU Blue Card;
c)a declaration regarding knowledge of the Romanian language, necessary for practicing the profession in Romania, according to the model provided in Annex no. 2;
d)proof by which the competent authorities of the Member State of establishment certify that the holder has not suffered disciplinary sanctions and has not been temporarily or definitively suspended from exercising the profession or has criminal convictions;
e)a copy of the qualification title provided by law or by European Union rules for carrying out physiotherapy activities;
f)the authorized translation into Romanian of the documents provided in letter b) points (i)-(iii) and letters d) and e).

Annual endorsement of the free practice authorization*

This procedure is addressed only to members of the Romanian College of Physiotherapists (CFZRO) who hold a free practice authorization.

According to the legal regulations in force, the physiotherapist practices their profession based on the free practice authorization issued by CFZRO, endorsed annually.

The endorsement represents the procedure through which the fulfillment of the conditions for practicing the physiotherapist profession provided by law is certified. The annual endorsement procedure for the free practice authorization is managed at the territorial college where the physiotherapist has their membership.

The annual endorsement is granted only after the conclusion of a civil liability insurance for errors in professional activity, valid for that year (until December 31st inclusive).

CFZRO members are obliged to request the renewal of the annual endorsement starting September 15th (of the current year) and no later than December 15th (of the current year). The annual endorsement issued during this period is valid starting January 1st.
CFZRO members who request the annual endorsement after December 15th will receive an annual endorsement valid starting from the date of issuance.

Updating the personal or professional data of CFZRO members*

CFZRO members have the obligation to notify the territorial college regarding any situation likely to modify the data entered in the records of the professional organization concerning their data, within 10 days from its occurrence or from the date they became aware of it, according to art. 11 letter i) of the Statute of the College of Physiotherapists of Romania, approved by Order of the Minister of Health no. 679/2017.

Situations likely to modify the data entered in CFZRO records are as follows:

  • change of name;
  • change of domicile;
  • modification of professional grade;
  • modification of contact details;
  • modification of workplace or modification of the modality of performing activities independently,
  • any other situation relating to the modification of certain data entered in the Single Register of Physiotherapists or in documents issued by CFZRO.

Termination of suspension upon request of CFZRO membership*

This procedure is addressed to persons holding an official physiotherapy qualification (cf. art. 11 of Law no. 229/2016) and who wish to practice as physiotherapists on the territory of Romania.


According to current legal regulations, the physiotherapist practices their profession on the basis of a license for free practice issued by the College of Physiotherapists in Romania (CFZRO), validated annually.

Membership in the CFZRO is obtained upon request and is proven by the license for free practice, which is issued upon registration with the professional organization. The license for free practice consists of the main page and the annual validation.

The procedure for registration in CFZRO is managed by territorial colleges. Membership in a territorial college is determined by place of work, and in its absence, by the domicile/residence of the applicant.


According to art. 11 of Law no. 229/2016, “The official qualification in physiotherapy means:

a) bachelor's degree issued by an accredited or provisionally authorized higher education institution from Romania in the following specializations:

(i) physiotherapy;

(ii) physio-kinetotherapy;

(iii) kinetotherapy, with a period of study of 4 years;

(iv) physical education and sports, specialization kinetotherapy and special motricity, with a period of study of 3 years;

(v) kinetotherapy, with a period of study of 3 years;

(vi) physical education and sports, specialization medical physical culture;

(vii) physical education and sports, with at least 19 years experience in medical recovery, employed in the sanitary and balneary or social assistance system as a medical physical culture teacher;

(viii) balneophysiokinetotherapy and recovery;

b) bachelor's degree or another title of physiotherapist/masso-kinetotherapist/kinetotherapist, issued by one of the states provided in art. 10 or by a third state recognized or equivalated in Romania by the Ministry of National Education and Scientific Research, according to the law;

c) certificate of graduation for the bachelor's exam in physiotherapy, kinetotherapy and special motricity, balneophysiokinetotherapy and recovery, issued at the request of the graduate, which is valid until the bachelor's degree is issued, but not more than 12 months from the date of issuance; d) any other bachelor's degree issued by an accredited faculty that does not correspond to the specializations in letter a) and accompanied by a certificate issued by that faculty, attesting that the training curriculum for obtaining the respective bachelor's degree corresponds to that required for practicing the profession of physiotherapist, under the conditions of this law.”


According to art. 7 of Law no. 229/2016, “The profession of physiotherapist is exercised, on the territory of Romania, under the conditions of this law, by:

a) citizens of the Romanian state;

b) citizens of a member state of the European Union, a state belonging to the European Economic Area or the Swiss Confederation;

c) the spouse of a Romanian citizen, as well as direct line descendants and ascendants dependent on a Romanian citizen, regardless of their citizenship;

d) family members of a citizen of one of the states listed in letter b), as defined in art. 2 para. (1) point 3 of the Emergency Ordinance of the Government no. 102/2005 regarding the free movement on the territory of Romania of citizens of EU member states and the European Economic Area, approved with amendments by Law no. 260/2005, republished, with subsequent modifications; e) citizens of third states, beneficiaries of permanent resident status in Romania; f) beneficiaries of long-term resident status, granted by one of the states provided in letter b).”

Fees and Contributions:
Registration fee: 100 lei
Annual contribution – 300 RON, for the first year (representing 25 RON/month)

Registration/re-registration fee for CFZRO, in urgent mode (maximum 7 calendar days from the date of the application) – 100 RON

The payment of the contribution is indivisible and is made annually, in a single installment at registration in CFZRO, to the account of the territorial college where you will register.

European professional card*

This procedure is addressed to the members of the College of Physiotherapists of Romania (CFZRO). The European Professional Card is an electronic certificate that attests either to the fact that the professional has met all the necessary conditions to provide temporary and occasional services in a host member state, or the recognition of professional qualifications for establishment in a host member state.
To facilitate the free movement of physiotherapists throughout the EU, the European Commission, based on Regulation 983/2015 regarding the procedure for issuing the European Professional Card and the application of the alert mechanism under Directive 2005/36/EC of the European Parliament and of the Council, has provided for the introduction of the European Professional Card (EPC) for physiotherapists.
The purpose of the EPC is to simplify the recognition process and to generate cost reductions and operational efficiency to benefit professionals and competent authorities.


For obtaining the EPC, interested persons can access the Your Europe portal ("Europa Ta" – http://europa.eu/youreurope/citizens/work/professional-qualifications/european-professional-card/index_ro.htm) where all necessary documents notified by competent authorities in each Member State will be published (http://cnred.edu.ro/imipqnet/doku.php?id=fizioterapeuti).

Before submitting your application, check that you have complied with the requirements published in the Simulator on the EPC page, on the Your Europe site - https://europa.eu/youreurope/citizens/work/professional-qualifications/european-professional-card/index_ro.htm

Each requested document (copies of the originals, copies of notarized translations) must be uploaded as a single PDF file containing all pages of the document. In addition, for each uploaded document, the applicant must complete all identification details and address for each issuing authority.

All submitted documents must be validated as authentic and valid through the IMI System by the authority in the Member State of origin (according to EPC Regulation 2015/983).

To verify the authenticity of certain documents outside the IMI System, you have the possibility to opt for one of the following options:

– Certification “Conform to the Original” of the copies of the original documents presented at our headquarters at Str. Dr. Ernest Juvara no. 18, 3rd floor, Sector 6, Bucharest;

– Sending by Post or Courier the notarized copies in Romania of the original documents, to the College of Physiotherapists of Romania at Str. Dr. Ernest Juvara no. 18, 3rd floor, Sector 6, Bucharest;

– Sending the e-mail address of the issuers of documents that cannot be verified in the IMI system (respectively certificates of experience/seniority/employee, diplomas of attendance at courses/seminars etc.), and if the issuers do not respond in a reasonable time from the transmission of the authenticity confirmation request, choose one of the two options mentioned above

In case it is impossible to validate certain documents as valid and authentic through the IMI system, you must choose one of the above options, otherwise the documents you submitted cannot be validated as authentic and valid.

FEES:
The fee for preparation and issuance of the EPC by CFZRO is 200 RON. It will be paid into the CFZRO account: RO58BRDE410SV97037454100, opened at BRD Groupe Societe Generale – Carrefour Orhideea Bucharest Branch, by bank transfer or payment order. Persons who request or have requested through the ECAS account the issuance of a European Professional Card are kindly asked not to pay the issuance fee before receiving the payment request from CFZRO. In the payment details, the applicant's name and EPC application number will be mentioned. (EX: Georgescu Ion EPC 00-0000-00XX)

After connecting to the public IMI interface, with a user account registered through the ECAS platform, the documents will be uploaded electronically in the applicant’s virtual profile.
