1. The free practice authorization is the official document, issued by the Ministry of Health through the county public health directorate or the Bucharest municipality, which must be obligatorily held by each person providing public services related to the medical act: dental technology, biology, biochemistry and chemistry, medical physics, physiotherapy, psychology, speech therapy, sociology, vocal therapy, optics-optometry, prosthetics-orthotics, hearing prosthetics, audiology, nutrition and dietetics. The free practice authorization for public services related to the medical act is validated annually.
The documents required for issuing the free practice authorization for public services related to the medical act for each specific category are listed in the application form.
2. By exception from point 1, legally established professional organizations, competent in issuing documents attesting professional training and the right to free practice for their members, issue free practice authorizations for their own members who carry out public services related to the medical act included in the organization’s statutes and competences.

ORDER No. 1992/2023 of June 14, 2023 for the approval of the Methodological Norms regarding the establishment, authorization, equipment, operation and registration of free practice offices for public services related to the medical act, as well as for establishing the necessary documents for issuing free practice authorizations for personnel performing public services related to the medical act, amended and supplemented by OMS no 2590/August 3, 2023.
