This procedure establishes the method by which automatic recognition is performed by Hyperion University of Bucharest for academic positions obtained in accredited higher education institutions abroad, in accordance with OM 5922/15.12.2016.

Categories of persons to whom this procedure applies:

• Romanian citizens;
• citizens of member states of the European Union;
• citizens of member states of the European Economic Area;
• citizens of the Swiss Confederation;
• citizens of third countries of the EU.

Categories in which higher education institutions where academic titles were obtained are classified:

1. Accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
2. Prestigious universities from other countries, included in the "List of prestigious universities from other countries", a list approved by OEMCTS no. 5825/2016 and periodically updated (see https://www.edu.ro/sites/default/files/fisiere%20articole/ORDIN_5825_2016.pdf)
3. Accredited higher education institutions, other than those mentioned in points 1 and 2, for which there are international conventions of mutual recognition, concluded at intergovernmental or interuniversity level.

Categories of authentication of study documents: (this information is found in Annex 1 to OMECTS 5923/2016, Art. 3 (3)) a) authenticated with the Hague Apostille for countries that are parties to the Hague Apostille Convention;
b) legalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin;
c) exempt from apostille or legalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.
