It is granted for the full or partial coverage of expenses related to home heating during the cold season.

Types of aid:

- aid for home heating with thermal energy;

- aid for home heating with natural gas;

- aid for home heating with electricity;

- aid for home heating with solid or petroleum fuels.

Beneficiaries:

Families and single persons who meet the following conditions:

- they actually live at the address for which they request this aid, are registered in the property record book, and are considered when determining the maintenance expenses of the home;

- have incomes of up to 1386 lei/family member in the case of families, or 2053 lei in the case of single persons;

- do not own goods listed in the List of goods that lead to the exclusion of granting the social aid;

- hold the status of aid beneficiary, a status that is found in the following situations:

· owner of the dwelling;

· legal successor of the owner of the dwelling;

· person who has transferred the dwelling based on a sale-purchase contract with maintenance clauses or with habitation rights;

· holder of a rental, commodatum, or concession contract;

· another adult family member authorized by the owner of the dwelling or by the holder of the rental contract;

· legal representative of the single person who lacks legal capacity (persons under interdiction, etc.)

Granting the right

The heating aid for the dwelling is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, incomes realized in the month prior to the threshold submission by its members, and the goods owned, including in other administrative-territorial units. When determining the net monthly income of the family or, as the case may be, of the single person, all incomes are taken into account, including those arising from state social insurance rights, unemployment insurance, allowances, permanent allocations and aids, regardless of which budget they are covered from, legal maintenance obligations and other legal claims, with the exception of amounts provided for in art.8 para.1 of Law 416/2001 on the guaranteed minimum income.

Required documents:
- copies of the identity documents of all family members;

- copy of documents certifying the status of heating aid beneficiary (property deed, rental contract, legal authorization, etc.);

- copies of car registration certificates held (where applicable);
- supporting documents regarding the incomes realized in the month preceding the application submission (salary certificate with the mention YES/NO meal vouchers, holiday vouchers, pension coupons, unemployment coupons, etc.); for persons who have no income or whose amount cannot be proven otherwise, a notarial statement will be submitted for this purpose;

- certificate issued by the owners'/tenants' association regarding the number and names of persons actually living at the address for which heating aid is requested (for applicants who submit the application individually);
- copy of the last natural gas/electricity bill (for persons requesting heating aid with gas or electricity).

The submission of the application-declarations is done only once at the beginning of the season. A beneficiary is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electricity, solid or petroleum fuels). If families and single persons meet the conditions for granting the heating aid, during the cold season, the establishment of the right to heating aid is made starting from the month of submitting the application, if it is submitted by the 20th of the month. Single persons and families who own goods included in the list of those that lead to the exclusion from granting heating aid, provided in Annex no.4 to these HG 559/2017, do NOT benefit from the heating aid.
