This procedure establishes the way in which the "Mircea cel Bătrân" Naval Academy (ANMB) recognizes the doctoral diploma and the title of doctor in sciences or in a professional field, in compliance with the principle of legality, university autonomy, transparency, responsibility, and the applicable ethical and deontological norms.
The procedure applies to Romanian citizens and citizens of Member States of the European Union, the European Economic Area, of the Swiss Confederation, and universities of prestige from other states included in the "List of prestigious universities from other states," approved by OMECTS no. 4002/2024 and updated periodically, for the purpose of settling on the territory of Romania.

The title of doctor is found at position no. A.8 in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*
