(except in the case where the issuance of the construction authorization is requested for the realization and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, para. (2, letter a) of Law 138/2004 with subsequent amendments and completions); (with the exception of requests for works provided under art. 7 para. 1 4 of Law 50/1991 on pipeline works for construction authorization republished); (with the exception of investment works of public utility)*
