Aceasta sesiune inaugurala a fost prezidata de Dl. Roberto Viola – Director General al DG CONNECT si a adus laolalta inalti reprezentanti ai Comisiei Europene si ai statelor membre U.E., pentru a stabili un cadru viitor solid si sigur pentru dezvoltarea si utilizarea inteligentei artificiale in Uniunea Europeana.
“Romania este una dintre primele tari care are a pus bazele unei strategie de implementare natioanala pentru inteligenta artificiala in domenii cum ar fi educatia, inovarea si cercetarea”, a mentionat Presedintele ADR in cursul luarii de cuvant din plenul comisiei. Analiza datelor si identificarea comportamentului in relatia dintre cetateni si institutiile publice constituie baza implementarii unui mecanism care sa raspunda nevoilor cetatenilor.

De aici pana la implementarea instrumentelor bazate pe inteligenta artificiala este doar un pas dar “Guvernul Romaniei are sarcina de a construi sisteme functionale si sigure in jurul nevoilor cetateanului. In cadrul acestei constructii, inteligenta artificiala, isi va gasi locul doar daca garanteaza siguranta, eficienta si o transformare viabila” a mai adaugat Presedintele ADR. Aceasta sesiune a avut ca scop stabilirea modului de organizare a consiliului si adoptarea regulilor de procedura si strategie a politicilor UE privind, Inteligenta artificiala si initiativa GenAI4EU. In comisie s-au analizat primele rezutate dupa punerea in aplicare a A.I. Act si deasemenea s-au impartasit experiente si metodologii eficiente de buna practica pentru abordarile nationale ale guvernantei I.A.
Comisia doreste sa asigure o implementare eficienta si fiabila a cadrului de guvernanta pentru inteligenta artificiala, facilitand participarea efectiva a statelor membre la dezvoltarea unui cadru de politica I.A coerent si de perspectiva, asigurandu-se ca toti cetatenii europeni urmeaza sa beneficieze de tehnologiile I.A., respectand in acelasi timp cele mai inalte standarde de siguranta si etica. Transparenta si increderea reprezinta elemente cruciale in adoptare unor tehnologii emergente precum este inteligenta arificiala. Autoritatea pentru Digitalizarea Romaniei isi asuma rolul de coordonator si catalizator al initiativelor privind crearea unui cadru de adoptare si dezvoltare al Inteligentei arificiale in Romania, prin care tara noastra se va apropia de statele avansate in integrarea I.A.
Starting from March 12, 2026, Romania’s Single Digital Gateway (ROePAS) is initially available to competent authorities that provide public services for citizens and the business environment.
Also, during the period March 12 – June 30, 2026, administrators of public institutions migrated from the PCUe platform (Single Electronic Contact Point) are invited to update in the new portal both the configured administrative procedures and the persons designated with the operator role.
As part of this update process, it is also necessary to review the published administrative procedures in order to simplify them and align them with the principles of public service digitalization. In accordance with the applicable legal framework, public institutions may no longer request copies of identity documents when the necessary data can be obtained through the public administration’s IT systems.
In this context, competent authorities must remove from the procedure configuration any requirement to submit a copy of the identity document. The new portal ensures user authentication through the digital identity provided by ROeID, a mechanism that confirms the identity of the person accessing the service. Personal data is retrieved directly from the system and cannot be modified within the portal, which guarantees that the operations are carried out by the actual holder of the digital identity. Updating this information is necessary for the correct and complete presentation of the public services available to citizens and the business environment, and it facilitates access to information and online requests through ROePAS.
At the same time, in order to optimize the data collection process and reduce the volume of documents uploaded manually, institutions are encouraged to contact the portal administrator for the configuration of standardized forms related to their procedures. The use of these forms allows the collection of structured information and helps eliminate the practice of sending scanned documents that require operators to manually re-enter personal data.
Competent authorities that were not registered in the Single Electronic Contact Point (PCUe), but that provide public services, may enroll in the ROePAS portal.
ROePAS provides competent authorities with three methods for integrating public services:

Exclusively through the portal – both the submission and processing of requests are carried out entirely within ROePAS, through the Backoffice module.

Integration with the institution’s IT system – the request is initiated in ROePAS, while its processing takes place in the institution’s own system.

Exclusively in the institution’s platform – ROePAS publishes information about the service offered, and the user is redirected to the page of the IT system operated by the institution in order to initiate the request.
Competent authorities are encouraged to consult the user guides available in the portal in order to choose the appropriate integration method and correctly configure their services.
