Transforming government through smart procurement: A blueprint for a digital marketplace

Many countries are pushing to transform the way they procure digital goods and services. In today’s fast-paced world, traditional approaches aren’t holding up— tender processes tend to be slow and complicated and emphasize compliance rather than innovation. This can lead to public institutions that rely on outdated, costly, and incompatible systems that don’t deliver as promised.

Governments need to meet this challenge up-front and head-on through smart procurement. Streamlined, transparent public procurement processes can help countries adopt modern digital tools such as cloud computing, AI-powered services, and secure platforms. This, in turn, can speed up the process of modernizing public services and make them more efficient, cost-effective, and inclusive— in short, smart procurement can help governments better respond to the needs of their citizens.

Modernizing public sector procurement

A number of countries are already taking steps to deliver faster, more efficient, and more equitable digital services. For example, with support from the World Bank, Romania is reshaping the way digital services are procured with the goal of creating a cohesive government platform rather than a collection of isolated agencies. Led by the Authority for Digitalization of Romania (ADR) as the central ICT procurement authority, the country is building a unified digital platform that mandates interoperability, clear technical standards, and rigorous cloud security requirements.

 This envisioned “Digital Marketplace” has the potential to transform the way Romanian agencies purchase and scale digital services like cloud computing and software development. The key is agility: by circumventing lengthy tender processes, ADR can avoid acquiring outdated technology, which is crucial given the increasing role of AI in customizing digital services. Smart procurement is helping the government harness AI’s potential while controlling costs, maintaining standards, and adhering to ethical guidelines.

Romania is not alone. The World Bank is providing support to many countries to modernize public procurement. In Bangladesh, a national e-government procurement platform is digitizing tendering and contract management, which has reduced corruption and delays. And, in Morocco, public tenders have been digitized through a national e-procurement system, which has contributed to a reduction in carbon emissions.

 Beyond efficiency, smart procurement offers broader benefits. The United Kingdom’s (UK) Crown Commercial Services frameworks yielded savings of £4.9 billion last year, while France’s open-source software policy spurred growth in tech startups and IT sector employment. Research also links effective procurement to improved government digital service delivery, as demonstrated by Canada.

 Building a digital ecosystem, not just a marketplace

Romania’s approach focuses on building a domestic digital ecosystem. The digital marketplace will eliminate barriers for small and medium-sized businesses (SMEs), which are often excluded from government contracts due to complex procedures. Simplified contracts, transparent evaluation, and streamlined onboarding will level the business playing field. The UK’s digital marketplace shows that this works— SME spending has been increasing dramatically, exceeding government targets. Social impact is another priority, inspired by the UK’s emphasis on social value in public spending.

 Consider the Ministry of Labour’s need for a new digital service for managing unemployment benefits. Using the digital marketplace, they could quickly browse pre-vetted solutions and vendors, compare pricing, and deploy teams and cloud services within weeks. Standardized contracts and technical requirements would ensure seamless integration with other government systems.

 From vision to implementation

Countries have been sharing their experiences in building digital marketplaces, giving the idea of smart procurement global momentum.  

“Digitalization for our country must take into account the experience of other countries,” said Dragoș-Cristian Vlad, President of ADR, during a knowledge exchange and workshop hosted by the government of Romania and the World Bank that brought together government agencies, private sector leaders, and international agencies that have successfully implemented similar reforms.

For this approach to succeed, government, academia, and industry need to closely collaborate. The World Bank recommended establishing a “Center of Excellence” to stimulate Romania’s adoption of cloud computing. The concept rests on three pillars: 

  • Agile governance: establishing a flexible governance framework
  • Digital service standards: creating clear guidelines for providing consistent digital services
  • Financial sustainability: reinvesting savings from digital projects to create a charge-back system

 Aligned with the EU’s Digital Decade 2030Romania’s digital marketplace provides a model for agile procurement reforms that drive broader digital transformation. By prioritizing interoperability, cost-effectiveness, and ecosystem development, Romania is building a truly modern and citizen-centric digital government. The focus on smart procurement is not just about buying technology— it involves transforming the way the government operates and delivers value to its citizens. 

The long-term vision is to create a dynamic digital ecosystem that fosters innovation, supports local businesses, and improves public services for all citizens. The project represents a significant step forward in the country’s digital transformation journey, with the potential to serve as a benchmark for other nations seeking to modernize their own government procurement processes.

Public institutions are invited to update their procedures on the Single Digital Gateway by June 30, 2026

Starting from March 12, 2026, Romania’s Single Digital Gateway (ROePAS) is initially available to competent authorities that provide public services for citizens and the business environment.

Also, during the period March 12 – June 30, 2026, administrators of public institutions migrated from the PCUe platform (Single Electronic Contact Point) are invited to update in the new portal both the configured administrative procedures and the persons designated with the operator role.

As part of this update process, it is also necessary to review the published administrative procedures in order to simplify them and align them with the principles of public service digitalization. In accordance with the applicable legal framework, public institutions may no longer request copies of identity documents when the necessary data can be obtained through the public administration’s IT systems.

In this context, competent authorities must remove from the procedure configuration any requirement to submit a copy of the identity document. The new portal ensures user authentication through the digital identity provided by ROeID, a mechanism that confirms the identity of the person accessing the service. Personal data is retrieved directly from the system and cannot be modified within the portal, which guarantees that the operations are carried out by the actual holder of the digital identity. Updating this information is necessary for the correct and complete presentation of the public services available to citizens and the business environment, and it facilitates access to information and online requests through ROePAS.

At the same time, in order to optimize the data collection process and reduce the volume of documents uploaded manually, institutions are encouraged to contact the portal administrator for the configuration of standardized forms related to their procedures. The use of these forms allows the collection of structured information and helps eliminate the practice of sending scanned documents that require operators to manually re-enter personal data.

Competent authorities that were not registered in the Single Electronic Contact Point (PCUe), but that provide public services, may enroll in the ROePAS portal.

ROePAS provides competent authorities with three methods for integrating public services:

  • Exclusively through the portal – both the submission and processing of requests are carried out entirely within ROePAS, through the Backoffice module.

  • Integration with the institution’s IT system – the request is initiated in ROePAS, while its processing takes place in the institution’s own system.

  • Exclusively in the institution’s platform – ROePAS publishes information about the service offered, and the user is redirected to the page of the IT system operated by the institution in order to initiate the request.

Competent authorities are encouraged to consult the user guides available in the portal in order to choose the appropriate integration method and correctly configure their services.

We continue national-level training – New ROePAS sessions for public institutions

The ROePAS platform is continuing the training process for public institutions at national level by organizing a new series of online workshops taking place during March–April 2026.

These sessions add to those previously organized, as part of an ongoing effort to support institutions already enrolled in the platform, with the aim of aligning public services with European standards of efficiency, transparency, and accessibility.

What participants covered

Representatives of public institutions benefited from practical training on:

  • New functionalities – step-by-step demonstrations for the new content administration workflows;

  • Procedure management – optimization of how services, administrative steps, and required documents are presented;

  • User experience – application of communication best practices to facilitate quick access to information for citizens and the business environment.

Concrete results

Following these sessions — which continue the series of trainings already carried out — participating institutions will begin the process of updating and standardizing the procedures published on the platform.

The objective is for users to be able to quickly identify the required steps and administrative requirements, thereby helping reduce bureaucracy and improve the clarity of public services.

Open registration for upcoming sessions

In order to ensure uniform adoption of the platform at national level, ROePAS will organize new training sessions dedicated to public institutions.

ROePAS, the new platform for digital public services, has been launched into production

The Authority for the Digitalization of Romania (ADR) announces the production launch of the ROePAS platform — a digital infrastructure designed for the delivery and management of electronic public services.

ADR acts as the national coordinating authority for the implementation of Regulation (EU) 2018/1724 on the Single Digital Gateway, ensuring that citizens and businesses have access to information, online procedures, and assistance services. In this context, ROePAS is part of the project “Implementation of the Government Cloud Infrastructure,” funded through the National Recovery and Resilience Plan, Component 7 – Digital Transformation.

The platform is available at https://roepas.ro

The official production launch marks an essential milestone in the digital transformation of public administration, in line with ADR’s mission to develop secure, interoperable digital services centered on the needs of citizens and the business environment.

What is new in ROePAS

The ROePAS platform is integrated with the Single Digital Gateway and the European “Your Europe” platform, facilitating access for citizens and businesses to information and online procedures at both national and European level.

The new platform provides a single access point for digital public services and brings a series of significant improvements:

  • Centralized access to digital services;

  • Integrated electronic workflows — requests for various services can be processed by multiple institutions without repeated submissions;

  • Standardized public services — reusable across local public administration;

  • Cross-border exchange of administrative documents between institutions, avoiding repeated requests for the same documents through the technical Once-Only system;

  • Authentication using electronic identification means (eIDAS, ROeID);

  • Integrations with MJ, ONRC, ANAF;

  • Chatbot, live chat, and ticketing system;

  • Feedback system connected to Your Europe.

Depending on the current stage of digitalization of the systems managed by public institutions, one of the following configuration and integration methods may be used in order to set up the procedures provided for by the Regulation within the portal:

Integration type 1: Exclusively within the portal

  • The institution does not have its own IT system and will manage the procedure exclusively in the portal;

  • The procedure will be configured in the portal;

  • Requests received will be processed through the portal.

Integration type 2: Partially within the portal

  • The institution has an IT system without a citizen-facing interface (back office only);

  • The procedure will be configured in the portal;

  • Requests will be initiated in the portal, processed in the institution’s IT system, and the response will then be sent back through the ROePAS portal.

Integration type 3: Exclusively within the institution’s portal

  • The institution has an IT system that enables procedures to be carried out fully online for obtaining a service;

  • The procedure will be configured in the portal;

  • Requests will be initiated in the institution’s IT system, while the ROePAS portal will only redirect the authenticated user to the institution’s system.

Through these functionalities, ROePAS offers:

  • a modern and intuitive interface centered on user experience;

  • clear structuring of administrative procedures and required documents;

  • standardization of the way public services are published;

  • alignment with European requirements;

  • enhanced interoperability;

  • support for the full digitalization of administrative workflows;

  • reduced administrative burden and increased efficiency;

  • protection of personal data in accordance with the applicable legislation;

  • rapid access to information and procedures, including cross-border services within the EU;

  • migration of over 5,000 procedures previously available in PCUE, ensuring continuity of existing services.

Through the implementation of ROePAS, public administration takes an important step toward simplifying the interaction between the state, citizens, and the business environment.

Commitment to service continuity and modernization

The production launch of the new platform represents an essential step in strengthening the governmental digital ecosystem, ensuring:

  • enhanced interoperability;

  • security and compliance with European standards;

  • a consistent user experience;

  • more efficient administrative processes.

Public institutions migrated from the former PCUE portal will go through a stage of updating their institutional profile and public services within the new platform.

Until these updates are completed by each institution:

  • the PCUE platform remains available, and existing public services will not be interrupted;

  • continuity in service delivery to citizens and businesses is ensured;

  • the transition is carried out gradually, without affecting access to public services.

Citizens will be able to access online services through the new platform after the process of updating and validating the information and services published by the migrated institutions is completed.

Training and onboarding schedule for institutions

To support an efficient transition to the new infrastructure, ADR has established a dedicated training and onboarding schedule for public institutions.

This includes:

  • technical sessions presenting the platform’s functionalities;

  • operational guides for administering the institutional profile;

  • dedicated support for configuring and publishing online public services;

  • assistance throughout the process of updating and validating the data migrated from PCUE.

The purpose of this initiative is to ensure a uniform, compliant, and efficient implementation, while also increasing the quality of digital services offered to citizens.

Openness to feedback and continuous improvement

The implementation team remains open to receiving feedback from public institutions, the business environment, and citizens, in order to continuously optimize the platform.

The suggestions and observations received will contribute to improving functionalities, simplifying digital workflows, and increasing the accessibility and usability of online public services, thus reinforcing the strategic directions assumed through PDURO and the national digital transformation policy.
