In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as a competent authority, prepares and issues the documents (certificates etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States.

Activities regarding the certification of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestment documents, used by the authorities of the other EU Member States, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.Where appropriate, the attestment documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the above-mentioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county/ Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant is NOT a member of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

In the event that the applicant does not attach all the requested documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all requested documents. If the applicant does not respect the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.
