Regarding the Current Professional Certificate, we wish to make the following clarifications:

In accordance with the provisions of Pharmacy Law no. 266/2008 in the consolidated form as published in M.O. no. 448/30.06.2009 part I, as well as the Application Norms published in M.O. no. 538/03.07.2009 part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishment of new pharmaceutical units, as well as changes of the chief pharmacist - for those who will take over the position of chief), will address the county colleges to obtain the Current Professional Certificate.

Also, this document is necessary for pharmacists who wish to practice their profession outside the country’s borders.

The methodology for drafting and issuing the Current Professional Certificate has been established by Decision of the National Council of C.F.R. no. 1/2007, and revised by Decision no. 1 of 15.09.2023

Below we present the main provisions of Decision no. 1/2007, as follows:
- The Current Professional Certificate will be drafted by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;
- The validity of the Current Professional Certificate is 3 months from the date of issuance;

- Within a maximum of three days from receiving the request for issuing the Current Professional Certificate, the territorial college will send the standard request to the College of Pharmacists of Romania for drafting and issuing the document;
- Within a maximum of 10 days from receiving the request, C.F.R. will draft the certificate and send it to the territorial college;
- The Current Professional Certificate will be issued by the College of Pharmacists of Romania, which will prepare it and send it to the territorial college;
- The territorial college will prepare a Registry of records – with the identification data of Current Professional Certificates issued to pharmacists from the respective county – and will hand them to the applicants under signature of receipt.

The issuance fee for the Current Professional Certificate, according to Decision no.1 of November 21, 2024, is 150 lei.

The reinstatement of membership is made based on an application, which the applicant, the pharmacist, submits to the headquarters of the territorial College, namely the Bucharest College of Pharmacists, by which they request the reinstatement of membership starting from a certain date.

In order to proceed with the issuance of a duplicate Certificate of Membership of the College of Pharmacists of Romania, the applicant must submit the complete documentation at the headquarters of the Bucharest College of Pharmacists, in accordance with the provisions of Decision no.4/2004 of the National Council of the College of Pharmacists of Romania, the documents presented below.

Suspension of membership status occurs when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the territorial College headquarters, namely the Bucharest College of Pharmacists, a request in which they ask for the suspension of membership status. At the moment they request this suspension, the pharmacist must have paid the fees up to the end of the year.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before the transfer note is issued, the requesting pharmacist is obliged to pay up to date the dues owed to the college from which they wish to depart. The transfer note will be handed, under signature, to the applicant. In the pharmacist record register (https://portal.tm-c.eu/LstFarma/ColegFarm) the college to which the pharmacist has transferred will be mentioned. If a complaint against the pharmacist has been registered at the college from which the pharmacist is transferring, or if a disciplinary investigation has been initiated, the complaint or, as the case may be, the disciplinary file will be sent to the college to which the pharmacist is transferring.

The membership certificate is granted to pharmacists who, by making an express request in this regard, meet the following conditions: they hold an official qualification in pharmacy, are not in any of the cases of unworthiness or incompatibility provided by law, are medically fit to practice the profession of pharmacist, have not interrupted the practice of the profession for more than 5 years or have obtained their bachelor's degree in the last 5 years, have paid the registration fee (the fee is paid into the territorial college account RO87 BREL 0002 0001 9552 0100 in the amount of 10% of the minimum salary in the economy at the date of registration, according to CFR Decision no.2 of June 15, 2009.
