Recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*
Through this procedure, the doctorate diploma and the title of doctor in sciences or in a professional field, obtained at:
- accredited institutions of higher education or research and development in an EU member state, of the European Area and the Swiss Confederation;
- accredited institutions of higher education or research and development included in the list of prestigious universities from other countries, approved by Order of the Minister of Education;
- accredited institutions of higher education or research and development which are the subject of mutual recognition international agreements, concluded at government or interuniversity level, are automatically recognized within the University of Petroșani (UPET).
The doctorate diploma or the title of doctor in sciences or in a professional field, obtained in accredited university education institutions in member states of the European Union, of the European Economic Area, of the Swiss Confederation and in prestigious universities from other states mentioned in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research no. 5825/2016 and updated periodically, are automatically recognized by UPET.
The doctorate diploma or the title of doctor in sciences or in a professional field, obtained at other accredited university education institutions abroad than those mentioned are recognized only based on a mutual recognition international agreement, concluded at intergovernmental or interuniversity level.
The study documents submitted for recognition are authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the study documents are superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities from the country of origin.
The committee that evaluates the recognition file and pronounces the solution regarding the recognition request, hereinafter referred to as the Evaluation Committee, consists of 3 members: the director of the doctoral school, as President; 2 members of the doctoral school, PhD supervisors in the candidate's field. The Evaluation Committee is appointed by Decision of the Director of the Doctoral School Council (CSD).
The Evaluation Committee will draw up an Evaluation Report containing the solution regarding the recognition request. The term for solving the recognition request is 30 working days from the date of submitting the file to the Office of the Chief Secretary within UPET.
Based on the Report drawn up by the Evaluation Committee, the recognition or non-recognition decision is issued by UPET and will be transmitted to the applicant.
In case of loss, destruction or deterioration of the recognition decision, UPET issues, upon request, a duplicate thereof. The request is made in writing and is accompanied by the following documents: a copy of the recognized education document, a copy of the identity document, proof of payment of a fee established annually by Decision of the UPET Senate in case of loss, destruction or deterioration of educational documents issued by it, notarial statement regarding the situation: loss, destruction, deterioration.
The recognition by UPET of the doctorate diploma or the title of doctor in sciences or in a professional field obtained in accredited university education institutions abroad is valid and has legal effects only at the level of this higher education institution and does not automatically grant the right to occupy a teaching position in the Romanian higher education system, which will be carried out according to the legal regulations in force.
*Automatic recognition by the University of Petroșani of teaching positions obtained in accredited educational institutions abroad*
This procedure establishes the method by which the automatic recognition, by the University of Petroșani (UPET), of teaching positions obtained in accredited higher education institutions abroad is carried out.
Teaching positions obtained in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of prestigious universities from other states, approved by Order of the Minister of National Education and Scientific Research no. 5825/2016 and periodically updated, are automatically recognized by UPET.
Teaching positions obtained at other accredited higher education institutions abroad, other than those mentioned above, are recognized only on the basis of an international convention of reciprocal recognition concluded at intergovernmental or inter-university level.
Educational documents subject to recognition are authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, while for other states the educational documents are legalized or accompanied by a Certificate of Authenticity issued by the competent authorities from the country of origin.
The commission evaluating the recognition file and pronouncing the solution regarding the recognition request, hereinafter referred to as the Evaluation Commission, includes in its structure 3 members: the Dean of the faculty similar to the applicant's specialization; two members of the Teaching Department similar to the applicant's specialization. The Evaluation Commission is appointed by the Dean of the faculty, with the approval of the Faculty Council.
The Evaluation Commission will prepare an Evaluation Report containing the solution regarding the recognition request. The deadline for resolving the recognition application is 30 working days from the date of submission of the file at the Office of the Chief Secretary within UPET.
Based on the Report prepared by the Evaluation Commission, the recognition or non-recognition decision is issued by UPET and will be sent to the applicant.
In case of loss, destruction, or deterioration of the recognition decision, UPET issues, upon request, a duplicate. The request is submitted in writing and accompanied by the following documents: a copy of the recognized educational document, a copy of the identity document, proof of payment of a fee set annually by the Decision of the UPET Senate in case of loss, destruction, or deterioration of educational documents issued by the institution, a notarial declaration regarding inclusion in one of the above situations: loss, destruction, deterioration.
Recognition by UPET of teaching positions obtained in accredited higher education institutions abroad is valid and produces legal effects only at the level of this higher education institution and does not automatically confer the right to hold a teaching position in the Romanian higher education system, which will be carried out according to the legal regulations in force.
*Procedure regarding the automatic recognition of the status of doctoral supervisor*
Through this procedure, the quality of PhD supervisor obtained in an accredited higher education institution abroad is automatically recognized within the University of Petroșani (UPET).
The quality of PhD supervisor or habilitation obtained in accredited higher education institutions in the member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities in other states provided in the List of prestigious universities from other states, approved by Order of the Minister of National Education and Scientific Research no. 5825/2016 and updated periodically, is automatically recognized by UPET.
The quality of PhD supervisor or habilitation obtained in other accredited higher education institutions abroad than those mentioned above is recognized only based on an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
Study documents subject to recognition are authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states, the study documents are superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities of the country of origin.

The Evaluation Committee is appointed by Decision of the Director of the Doctoral School Council (CSD).
The Evaluation Committee will draft an Evaluation Report containing the solution regarding the recognition request. The time limit for resolving the recognition request is 30 working days from the date of submission of the file to the Doctoral School within UPET.
Based on the Report prepared by the Evaluation Committee, the recognition or non-recognition decision is issued by UPET and will be sent to the applicant.
