Granting social assistance*
Social aid is granted monthly, as a supplement to the net monthly incomes of the family or single person, in order to ensure the guaranteed minimum income. The payment of social aid is provided by the Ialomita County Agency for Payments and Social Inspection, from the budget of the Ministry of Labor and Social Justice.
For the amounts granted as social aid, one of the adult persons in the family must perform, monthly, activities or works of local interest for all family members, without exceeding the normal work schedule; failure to fulfill this obligation leads to the suspension of social aid payment, and if within 3 months from suspension this obligation is not fulfilled, the social aid payment ceases.

Granting insertion incentive*
Eligible persons (who, for 12 months out of the 2 years prior to the child's birth, have earned income from salaries, income from independent activities, income from agricultural activities, or have been in one or more of the situations referred to as assimilated periods) who, during the period they are entitled to benefit from child-raising leave, earn taxable income, are entitled to an insertion incentive in a monthly amount of 50% of the minimum amount of the monthly child-raising allowance.
For persons who earn taxable income at least 60 days before the child turns 2 years old, or 3 years old in the case of a child with a disability, the insertion incentive is granted until the child turns 3 years old, or 4 years old in the case of a child with a disability.
Any of the child's biological parents, as well as the person who has adopted a child, can benefit from this right, provided they meet the eligibility criteria.

Granting allowance for family support*
The support allowance for the family is a form of aid for families with low incomes who are raising and caring for children up to 18 years old, which is granted by order of the mayor of Constanța municipality.
The granting of the support allowance for the family aims to supplement the families' income in order to provide better conditions for raising and educating children, as well as to encourage the attendance of school-aged children, in the care of low-income families, at classes of an educational form organized according to the law, according to art.1, para.2 of Law no. 277/2010 regarding the support allowance for the family, republished, with subsequent amendments and completions.

Granting state allowance for children*
The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have turned 18 years old and are attending high school or vocational education courses, organized according to the law, until their completion, except for those who are repeating the school year, except for those who repeat due to health reasons, proven with a medical certificate.
The state allowance for children is also granted to the children of foreign citizens and stateless persons who are residents, under the law, in Romania, if they live together with their parents. This right may be requested by either of the child's biological parents, as well as the person who has adopted a child, provided that the eligibility criteria are met.

Granting monthly allowance for child raising*
The allowance for raising children up to 2 years old, or 3 years old in the case of a child with a disability, is a form of support to which people are entitled if, in the last 24 months prior to the child's birth date, they have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 on the Fiscal Code, with subsequent amendments and completions - income subject to tax, or have been in one or more of the situations called assimilated periods. Either of the child's natural parents may benefit from this right, as well as the person who has adopted a child, provided that they meet the eligibility criteria.
