Disabled persons or persons with reduced mobility have rights when travelling, regardless of the mode of public transport: plane, train, bus, coach or boat.

In Romania, public administration authorities must take certain measures to provide public transport for disabled persons: purchasing adapted means of public transport; adapting the public transport in circulation within the existing technical limits, in accordance with the regulations in force; and developing transport programmes for disabled persons, in cooperation or in partnership with legal, public or private persons.

People with severe and pronounced disabilities are entitled to travel for free on all urban transport routes, whether by overground or underground public transport.

People with severe disabilities are entitled to free travel for 24 journeys per calendar year on the interurban transport of their choice – on any type of train up to the cost of an interregional (IR) second class train ticket, by bus or inland waterway transport.

People with pronounced disabilities are entitled to free travel for 12 journeys per calendar year on the interurban transport of their choice – on any type of train up to the cost of an interregional (IR) second class train ticket, by bus or inland waterway transport.

Disabled persons may apply for free interurban transport or to be refunded the fuel needed for travelling by the car owned by them, their family, personal assistant, accompanying person or social service provider, for up to a maximum of RON 1 500 per year for persons with a severe disability and RON 750 per year for persons with a pronounced disability.

Regardless of the mode of public transport, disabled passengers or passengers with reduced mobility are entitled to free assistance at terminals and on board vehicles.

Persons may not be refused transport on the grounds of a disability or of reduced mobility, unless there are safety reasons or reasons relating to the design of the vehicle or infrastructure.

Sellers of tickets for transport must provide information to disabled persons or persons with reduced mobility at the time of the sale of the ticket. Information about the journey must be provided in an accessible format and indicate the specific facilities available on board the transport concerned.
