Romanian Road Transport Authority - ARR issues the undertakings, the licence for activities related to public road transport, bus station activities, according to the Order of the Minister of Transport, and Infrastructure no. 980/2011. The licence is issued to those undertakings who comply with the following conditions: an effective and stable establishment and appropriate technical equipment/necessary administrative equipment, professional competence and good repute, according to the provisions of art.118 of the Order of the Minister of Transport and Infrastructure no. 980/2011. In case the EO owns working places/branches where he/she performs bus station activities, shall request for each of them a license for activities related to public road transport bus station activities.

The documents that prove that EO deals with activities related to public road transport, bus station activities, CAEN code 5221, according to the respective legal form of organization, as follows: the Registration Certificate of the Chamber of Commerce and the Article of Association for the commercial companies or the Registration Certificate of the Chamber of Commerce and authorization for performing independent economic activities for authorized natural persons, individual and family enterprises or the Article of Association, the fiscal code and the proof of the registration with the Register of associations and foundations, in case of the non-profit foundations and associations with legal personality or the Article of Association, the fiscal code and the Regulation on the organization of the company for other institutions/authorities, besides the ones above mentioned

The copy of the certificate of professional competence stipulated in the Regulation (CE) no. 1071/2009, adequate for the road passenger transport activity that certifies that the transport manager can effectively and continuously manage the transport activity throughout the validity period of the document. The non-residents of member states shall submit a copy of the certificate of professional competence which is valid and issued by the competent authority of an EU member state.

An affidavit shall be submitted, as referred to in Appendix 6 of the Order of Ministry of Transport and Infrastructure no. 980/2011 in order to prove they were not sanctioned for the infringements stipulated by art. 6, paragraph 1, sub-paragraphs a) and b) of the Regulation CE no 1071 of 2009, or a document similar to the criminal record issued by a judicial or administrative authority of the member state where the transport manager have the normal residence. This document is not accepted in case it is not submitted within 3 months from the issue date.
