The external protective and preventive services can operate only if they are in possession of a certificate of external protective and preventive services. Within each territorial labour inspectorate, respectively the Bucharest Municipality, by the order of the Minister of Labour, Family and Social Protection, it is established a commission for certification of the external prevention and protection services and approval of technical documentation for information and training on health and safety at work. Natural and legal persons established in another Member State of the European Union or the European Economic Area which have not undergone a similar procedure in these states can provide protective and preventive services in Romania only if they are empowered according to GD 1425/2006

The applicant who has not been granted authorization has the right, within 30 days from the date of receiving the notification, to file an appeal with the Appeals Committee established within the Ministry of Labor and Social Justice. The response to the appeal will be sent by mail within 30 days.
