Excerpt from the Administrative Litigation Law no. 554/2004, with subsequent amendments and completions:
Article 8 paragraph (1):
"Object of the judicial action
(1) The person injured in a right recognized by law or in a legitimate interest by a unilateral administrative act, dissatisfied with the response received to the prior complaint or who has not received any response within the term provided in art. 2 paragraph (1) letter h), may refer the competent administrative litigation court to request the annulment in whole or in part of the act, compensation for the damage caused, and, if applicable, reparations for moral damages. Likewise, the court of administrative litigation can be addressed by the person who considers themselves injured in a right or legitimate interest by the failure to resolve within the legal term or by the unjustified refusal to resolve a request, as well as by the refusal to perform a certain administrative operation necessary for the exercise or protection of the right or legitimate interest. The reasons invoked in the application for annulment of the act are not limited to those invoked in the prior complaint."
Article 20 paragraph (1):
Appeal
"(1) The decision pronounced at first instance may be appealed, within 15 days from communication."
