Working procedure regarding the automatic recognition of the quality of doctoral supervisor or habilitation obtained in accredited higher education institutions abroad*

This procedure aims to establish the norms, rules, and instructions to ensure the proper conduct of the activities of automatic recognition, by the “Grigore T. Popa” University of Medicine and Pharmacy in Iași, as an Organizing Institution for Doctoral Studies, of the quality of doctoral supervisor or habilitation obtained in accredited higher education institutions abroad.
The procedure applies to citizens who have obtained the quality of doctoral supervisor in prestigious universities from other countries, which are included in the list of prestigious universities approved by OMECTS no. 5825/2016 and periodically updated, in accordance with the national and European legislative framework.
Only in the case of temporary exercise of the quality of doctoral supervisor, the provisions of Law 200/2004 and art. 296 of the National Education Law no. 1/2011 apply directly.
(1) Reserved, vacant or temporarily vacant teaching positions are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to this law.
(2) The employment already approved by the Department Council and approved by the Administration Board, of specialists with recognized scientific and professional value in the field, from the country or abroad, as invited associated teaching staff.

The applicant may submit an appeal within 3 working days from the communication of the evaluation result of the recognition file. The appeal must be submitted in writing, according to the template included in the procedure, and uploaded to the platform and/or sent to the e-mail address consuela.mitasov@umfiasi.ro.
The appeal committee convenes within a maximum of 48 hours from the submission of the appeal and, within 3 working days, communicates to the applicant, via e-mail, the solution to the submitted appeal.
An action can be brought before the courts against the recognition decision, according to the applicable legal rules.
