This procedure establishes the regulatory framework regarding the authorization of technical execution supervisors by ISC starting from September 30, 2016. Individuals who have been authorized to carry out the activity of technical execution supervisor permanently through an act of authority—authorization or equivalent document—issued by competent authorities recognized in one of the EU or EEA member states may carry out the activity in Romania temporarily, with the obligation to submit to ISC a declaration, written in Romanian, regarding the services/works they will provide.

The dossier analysis fee for the first application for the temporary provision of activities as a technical execution supervisor is 150 lei and must be paid to the ISC account corresponding to the regional construction inspectorate where the work is registered, published on the website at www.isc.gov.ro.

Appeal routes

The communication sent to the applicant regarding the non-approval of the request for temporary activity as technical execution supervisor may be contested to I.S.C within 15 working days from the date of receipt of the communication. Appeals are resolved by the authorization commission within 15 working days from the date of registration.
