Procedure regarding the recognition by UMFST G.E.Palade Tg. Mureş of the status of doctoral supervisor or habilitation, obtained in accredited higher education institutions abroad*

The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries, who hold the status of doctoral supervisor or habilitation obtained in accredited higher education institutions abroad.
George Emil Palade University of Medicine, Pharmacy, Science and Technology of Târgu Mureș automatically recognizes the status of doctoral supervisor or habilitation for applicants who have obtained this status:
a. in accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area, or the Swiss Confederation
b. in accredited higher education or research and development institutions included in the List of prestigious universities from other states (https://cnred.edu.ro/ro/universitati-de-top), approved by in an Order of the Minister of National Education, updated periodically;
c. in accredited higher education or research and development institutions that are the subject of an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.
Applicants who do not fit into any of the situations provided for in points a., b., c., shall address the National Center for Recognition and Equivalence of Diplomas (CNRED) within the competent ministry.
The recognition of the status of doctoral supervisor and occupying a teaching position in the Romanian higher education system is carried out in accordance with OMECTS no. 5921/06.12.2016 and the legal norms in shown in force.
The recognition of the status of doctoral supervisor or habilitation in accordance with this procedure is valid and produces legal effects at the level of UMFST G.E. Palade Tg. Mureș.
The recognition of the status of doctoral supervisor or habilitation by CNRED is valid and produces legal effects throughout the territory of Romania.
The time limit for resolution of the recognition of the status of doctoral supervisor or habilitation obtained in accredited higher education institutions abroad is a maximum of 30 working days from the date of submission of the documents and registration of the application.
For the analysis of the files, a processing fee set annually by the University Senate will be charged.

In case the evaluation committee does not recognize the title of PhD supervisor or habilitation, obtained from accredited higher education institutions abroad, the candidate will be informed by any means, and will have 48 hours from the notification to submit an appeal. The appeal is submitted to the University.
The appeal will be resolved within 3 working days by an appeal committee, and the result will be communicated by posting on the university's official website or by email or through the PCUe platform.
The decision of the committee may be appealed only once. Subsequently, the final decision of the University may be challenged in court.
