Procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, within the Apollonia University of Iași*

The procedure regulates the recognition at Apollonia University of Iași (UAI) of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad at:

a) accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area and the Swiss Confederation;

b) accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved/updated by order of the relevant minister;

c) accredited higher education or research and development institutions that are subject to an international convention of mutual recognition concluded at intergovernmental or interuniversity level.

The recognition of the diploma and the title of doctor by UAI, according to this methodology, is valid and produces legal effects only at the UAI level and is accomplished for the purpose of enrollment in postgraduate programs, obtaining habilitation, or occupying a teaching or research position within UAI.

Doctoral diplomas subject to recognition will be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the documents will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or superlegalization is allowed under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

Appeal routes

In the case of a decision not to recognize the diploma and the doctoral title, the applicant is also informed of the reasoned decision of the CRID, and he/she can file an appeal within 10 days from the date of confirmation by mail of the receipt of the decision. The appeal must be submitted in writing, be reasoned, registered, and submitted to the Secretariat of the UAI Rectorate.
The appeal submitted by the applicant will be analyzed and resolved by the UAI Senate within a maximum of 45 days from the date of registration at the university. The Senate's decision on the appeal is irrevocable at the level of Apollonia University of Iași and is communicated to the applicant by mail at the correspondence address indicated.
