Institutional Procedure for the recognition in IOSUD - UPT of the doctoral supervisor status obtained in accredited foreign higher education institutions*

This procedure applies at the Politehnica University of Timișoara (UPT) for the recognition of the title of doctoral supervisor obtained in accredited higher education institutions abroad, in the fields of doctoral university studies accredited in IOSUD-UPT.
UPT recognizes the title of doctoral supervisor for Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries, who have obtained this qualification as follows:
- in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research and updated periodically.
- The title of doctoral supervisor or habilitation obtained from other accredited higher education institutions abroad, other than those mentioned in letter a), is recognized only based on an international mutual recognition agreement concluded at intergovernmental or inter-university level.
UPT consults, if necessary, the National Centre for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for the Certification of Titles, Diplomas, and University Certificates.
Art. 2.
The recognition of the title of doctoral supervisor or habilitation by UPT, according to this procedure, is valid and produces legal effects at UPT’s level. The exercise of the rights conferred by the title of doctoral supervisor and the occupation of a teaching position in the Romanian higher education system are carried out in accordance with the legal provisions in force.
In the event that the recognition of the title of doctoral supervisor or habilitation has been carried out by CNRED, this is valid and produces legal effects throughout the territory of Romania.

The applicant may contest the decision issued under the conditions of art.5, within 5 days from notification. The contestation must be formulated in writing and submitted to the UPT Registry, either in person or by mail. In the case of submitting the contestation by mail, the date of the contestation is considered to be the date on which the UPT person signs the acknowledgment of receipt, and in the case of submission to the UPT Registry, the date of registration of the contestation. The contestation is resolved by the contestation commission within a maximum of 30 days from registration. The commission's decision is communicated to the applicant and is final in the administrative procedure.
