This procedure regulates the issuance of urban planning certificates by the Maramureș County Institution. The department responsible for handling the request is the Document Intake Department.

For the issuance of the urban planning certificate, the applicant shall address the Maramureș County Council by submitting electronically the following:
- Application for the issuance of the urban planning certificate - form F1;
- Identification elements of the property for which the urban planning certificate is requested;
- Proof of payment of the legal fee (copy). Payment can be made via bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare Treasury.
- Other documents deemed necessary by the applicant (optional).
The issuance of the urban planning certificate is conditioned upon the mailing, to the issuer’s headquarters, of the original F1 form if it does not bear an electronic signature.

Form F.1 template – REQUEST for issuing the urbanism certificate, in accordance with the specifications regarding its completion including: the identification details of the applicant the identification details of the property for which the issuance of the urbanism certificate is requested, namely locality, cadastral number, and land book number, except where the law provides otherwise the elements that define the purpose of the request.*

Cadastral/topographic plans, highlighting the properties in question, as follows: for properties not registered in the cadastral and land registration records: location plan at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as appropriate, issued upon request by the cadastral and land registration office; for properties registered in the cadastral and land registration records: extract from the cadastral plan on the orthophotomap and updated land register extract for information purposes, both issued upon request by the cadastral and land registration office.*

URBAN AREA TAX CALCULATION: up to 150 sqm inclusive - 6 lei; between 151 – 250 sqm inclusive – 7 lei; between 251 – 500 sqm inclusive - 9 lei; between 501 – 750 sqm inclusive – 12 lei; between 751 – 1000 sqm inclusive – 14 lei; 0.01 lei/sqm for each sqm exceeding 1000 sqm; e.g.: 14+0.01 lei/sqm for surfaces greater than 1,000 sqm; e.g.: (1360-1000)*0.01+14=17.6 lei; RURAL AREA TAX CALCULATION: 50% of the tax stipulated for urban area; Add the fee for standard forms of 3 lei to the resulting amount.
