Methodology regarding the automatic recognition by IOSUD – National University of Music Bucharest of the doctoral supervisor qualification obtained in higher education or research-development institutions abroad*

This Methodology, elaborated in accordance with the provisions of OME no.5956/13.08.2024 for the approval of the Methodology regarding the automatic recognition of the quality of doctoral supervisor obtained in higher education or research-development institutions abroad, establishes the manner in which the automatic recognition is carried out by the Doctoral Studies Organizing Institution – National University of Music Bucharest (IOSUD-UNMB) of the quality of doctoral supervisor obtained in higher education or research-development institutions abroad.
The procedure applies to Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation and citizens of third countries, who have acquired the legal right to supervise doctorates in accredited higher education or research-development institutions abroad.
The above-mentioned citizens may obtain the certificate of recognition of habilitation as follows:
a) specialists who have the quality of doctoral supervisor in one of the member states of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the quality of doctoral supervisor in Romania by recognition and issuance of the habilitation recognition certificate by the doctoral studies organizing institutions;
b) specialists who have the quality of doctoral supervisor in one of the higher education institutions outside the countries provided in item (a), among the most prestigious higher education institutions in the world, according to the provisions of the order of the Minister of Education regarding the approval of the list of prestigious universities from other states, automatically acquire the quality of doctoral supervisor in Romania by recognition and issuance of the habilitation recognition certificate by the doctoral studies organizing institutions;
c) specialists who are doctoral supervisors within institutions abroad, other than those provided in item (a) or (b), acquire the quality of doctoral supervisor in Romania by recognition and issuance of the habilitation recognition certificate by the doctoral studies organizing institutions based on an international convention of mutual recognition.
The exercise of the rights conferred by the quality of doctoral supervisor in the Romanian system of higher education is carried out according to the legal regulations in force.
Recognition of the quality of doctoral supervisor or habilitation by UNMB is valid and produces legal effects only at the level of UNMB.

In case the quality of doctoral supervisor is not recognized, the candidate will be informed and will have 5 calendar days to submit an appeal to the UNMB registry. Appeals are resolved by an Appeal Analysis Committee composed of 3 (three) members, doctoral supervisors who did not take part in the evaluation process of the file, appointed by Decision of the UNMB rector, upon the proposal of the CSUD director.
Appeals may only be submitted for non-compliance with legal procedures during the evaluation process, only by the applicant and only for their own file. The appeal is submitted to the UNMB Registry.
Failure to resolve the application regarding automatic recognition of the quality of doctoral supervisor or habilitation cannot be attributed to the university if the applicant does not follow the received correspondence or does not respond in time to requests concerning the recognition file.
