Recognition of diplomas obtained by Romanian or European citizens abroad or at an International School in Romania for the purpose of continuing studies in Romania
This procedure applies exclusively to pre-university educational institutions (post-secondary schools) and higher education institutions in Romania that submit candidates' files for one of the study programs they offer.
The files submitted under this procedure will contain all the necessary documents as presented on the CNRED web pages, according to the holder's citizenship and the level of the diploma to be recognized. All applications will be accompanied by a Forwarding Note electronically signed by a representative of the institution.
Romanian citizens
Equivalency of the Baccalaureate diploma obtained abroad by Romanian citizens
Equivalency of baccalaureate level diplomas obtained by Romanian citizens from an educational institution that organizes and conducts, on Romanian territory, educational activities corresponding to an educational system of another country
Equivalency of undergraduate higher education studies completed abroad by Romanian citizens
Equivalency of master's higher education studies completed abroad by Romanian citizens
European citizens
Recognition of the studies of citizens from European Union member states, the European Economic Area, and the Swiss Confederation for enrollment in program post-secondary or higher education
Recognition of the studies of citizens of EU and EEA member states and the Swiss Confederation and their family members, holders of a long-term EC residence permit, for admission to master's/doctorate/DPPD university studies

The procedure is not limited to diplomas that grant access to regulated professions in Romania.*

Appeal routes
The CNRED decision can be appealed, only once, within 45 working days from the date of acknowledgment. CNRED rules within 60 working days. The resolution period can be extended in justified cases, with the applicant being notified in writing, by postal services or electronic mail.
