This procedure regulates the method of issuing tax attestation certificates regarding taxes, local taxes, and other revenues owed to the local budget, in the case of individuals. The tax attestation certificate – represents an administrative tax act of information which is issued based on the data included in the records of tax receivables of the local tax authority and includes outstanding tax obligations and, as the case may be, tax obligations due until the first day of the month following the application submission, as well as other budgetary receivables individualized in enforceable titles issued according to the law and existing in the records of the local tax authority for recovery purposes.

*Consequently, the applicant will obtain a tax attestation certificate only if they are up to date with the payment of obligations owed to the local budget.

For the identification of individuals in relation to the local tax authority and the establishment of their fiscal domicile, the following documents shall be electronically attached, as applicable: - identity document; - birth certificate (in the case of a minor owner who does not possess an identity card, in which case the application will be completed by their legal guardian); - tax registration certificate (document through which the fiscal identification number/fiscal registration code is individualized and used in case the taxpayer does not have a personal numeric code). For conformity with the original, each document will be electronically signed with a qualified electronic signature.*

For the representation of taxpayers in relation to the local fiscal authority, the following documents are attached electronically: the power of attorney and the identity document of the authorized person. The power of attorney will be electronically signed with a qualified electronic signature by the person granting the authorization. For compliance with the original, the identity document of the authorized person will be electronically signed with a qualified electronic signature by the authorized person.*

For the issuance of a fiscal attestation certificate, the following supporting documents are attached electronically, as applicable: - the death certificate of the person for whom the succession is being debated; - supporting documents proving the status of the individual to obtain the fiscal attestation certificate, as applicable (certificate of heir/legatee status; certificate of heir/legatee; birth certificate; marriage certificate; final and irrevocable/final and enforceable court decision; request from the public notary asking for the fiscal attestation certificate, in case requests are made by them). For conformity with the original, each document will be electronically signed with a qualified electronic signature.*
