According to Article 30 paragraph (1) letter b) of the updated Law 481/2004 regarding civil protection:

The commencement of execution works for new constructions and arrangements or extensions of existing constructions, provided with a basement, with a built area greater than 150sqm, if the developed area of the new constructions falls within the provisions of Annex no. 1 of HGR 862/2016.
