OPERATIONAL PROCEDURE regarding the registration of appeals filed against Certificates of classification in degree of disability for adults, their transmission to the Superior Commission for the assessment of adults with disabilities and forwarding*

The Residential Adult Service and the Specialized Commissions - Specialized Commissions Department drafts and issues certificates of classification in the degree of disability for adults, after their approval during the meetings of the Evaluation Commission for Adults with Disabilities Suceava.


Appeals against these classification certificates in the degree of disability are submitted to the secretariat of the evaluation commission for persons with disabilities (The Residential Adult Service and the Specialized Commissions - Specialized Commissions Department, within D.G.A.S.P.C. Suceava) or at the A.N.P.D.P.D registry and can be contested by the certificate holder, within 30 calendar days from the date of notification, to the Superior Commission for the Evaluation of Adults with Disabilities.


In the situation of registering the appeal at the secretariat of the Evaluation Commission for Persons with Disabilities Suceava, SRACS - CCS transmits to the Superior Commission, within 5 working days from registration, the appeal, the proof of notification of the certificate of classification in the degree of disability, and the file of the concerned person.

In the situation of registering the appeal at the registry of the Authority, the secretariat of the Superior Commission takes it over and registers it in its Correspondence Register and requests within 5 working days from the Evaluation Commission for Persons with Disabilities Suceava the file of the person. C.E.P.A.H. Suceava, through its secretariat, is obliged to send the documents to the S.C. within 3 working days from the request.

Appeal routes

Appeals against disability grading certificates can be submitted through one of the following methods listed below:


– to the Secretariat of the Superior Commission at the email address contestatie@anpd.gov.ro;

– directly to the ANPDPD headquarters by mail at the address General Constantin Budișteanu no. 28C, floor 1, sector 1, Bucharest, postal code 010773;

– to the Secretariat of the Adult Disability Evaluation Commission that issued the disability grading certificate;
