In accordance with Law 278/2015, the Order of Nurses, Midwives and Medical Assistants of Romania, as the competent authority, drafts and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States.

The activities for attesting Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist of drafting and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented.Where applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for recognition for professional purposes of the aforementioned Romanian titles, accompanied by the relevant documents, are submitted via PCUe to the county/ Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. In case the applicant has NOT obtained membership of OAMGMAMR, the application is submitted online via PCUe to the territorial branch of OAMGMAMR in whose area the applicant resides.

If the applicant does not attach all the requested documents or if it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not comply with the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the OAMGMAMR National specialized structure, and within 90 days from registration of the complete electronic file, will be sent online to applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

OBLIGATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified “as per the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT together with the additional documents - copies certified “as per the original” by the employer will be uploaded electronically. If the applicant cannot prove professional experience, they will attach a scanned statutory declaration mentioning this fact. The declaration will contain the name and surname, identification details, domicile, profession and the mention “I declare on my own responsibility that I have not practiced the profession and I do not hold evidence regarding professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration shall be attached, in which the name and surname, identification details, domicile, profession and the mention “I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...” will be stated.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Certificate of seniority (attached model) or REVISAL extract signed, registered, and stamped by the issuing unit. The REVISAL extract must include the position, employment norm, start and end date of the period worked… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration must be attached, in which the name and surname, identification data, domicile, profession, and the statement "I declare that I have graduated from the school/faculty … in the year …" will be mentioned.*
