PROCEDURE DESCRIPTION FOR PCUe

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States consist of the drawing up and issuance of documents, hereinafter referred to as certification documents, used by the authorities of other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of September 7, 2005 on the recognition of professional qualifications, with subsequent amendments and additions. As appropriate, the certification documents are certificates or recommendations.

Online requests for issuing documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired membership status in OAMGMAMR, the request is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all requested documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the completion deadline, upon expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by the additional documents - copies certified "according to the original" by the employer. If the applicant cannot prove professional experience, they will attach a scanned statement on their own responsibility in which they will mention this. The statement will include the name and surname, identification data, domicile, profession, and the mention "I declare on my own responsibility that I have not practiced the profession and I do not have evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned statement will be attached, in which the name and surname, identification data, domicile, profession, and the mention "I, the undersigned..., declare that I graduated from ... school/faculty in the year...." will be mentioned.*
