License request for the public sewerage service, provided by direct management by public services of local or county interest, with legal personality, established and organized by decisions of the deliberative authorities of the administrative-territorial units -

Time for resolution: 60 days from the registration of the documentation or 30 days from the transmission by the public utility services operator of the completions requested by A.N.R.S.C.
Procedure description: The documents submitted by the applicant for the granting of the license for a public utility service/activity are analyzed by A.N.R.S.C., and in case it is necessary, the regulatory authority sends the applicant a letter informing them of the obligation to submit additions, corrections or clarifications, regarding the request and the submitted documents, within 30 days from the registration of the documentation.
In case, within 30 days from the date of the request for completions, the applicant does not provide all the appropriate documentation required by the regulation, including the requested completions, A.N.R.S.C. will return to the applicant the related documentation, removing the respective request from the license granting procedure, informing the applicant of this decision.
Depending on the way of presentation and the complexity of the information contained in the documentation submitted by the applicant, A.N.R.S.C. may decide:
a) to convene, at the A.N.R.S.C. headquarters, the authorized representatives of the applicant, to clarify certain aspects that result/do not result from the documentation made available;
b) on-site verification of the accuracy of the data from the documentation submitted by the applicant.
A.N.R.S.C., through the specialized directorate, draws up a specialized report which includes the justified proposal to grant/reject the license and which will be submitted for analysis to the licensing Commission, by the secretary of the commission.
The proposal to grant/reject the license is put to vote within the Licensing Commission.
The granting/rejecting of the license is done by order of the president of A.N.R.S.C.
In case of granting the Cicense, A.N.R.S.C. informs the applicant of the tax invoice regarding the license fee, which must be paid within a maximum of 30 days from the date of communication of the invoice.
After confirmation of payment, A.N.R.S.C. sends to the applicant within a maximum of 5 days, the order of the president of A.N.R.S.C. granting the license accompanied by the license and the related conditions.
In case of failure to comply with the 30-day deadline for payment of the license granting fee, A.N.R.S.C. will proceed to withdraw the license.
In the case of refusal to grant the license, A.N.R.S.C. sends to the applicant, within a maximum of 5 days from issuance, the order of the president of A.N.R.S.C. rejecting the license accompanied by the reasons for refusal.
In the case where the license granting was rejected, the applicant cannot submit new licensing documentation earlier than 6 months from the date of issuance of the rejection order.
Final document:
a) Order of granting the license, accompanied by the license and the conditions associated with the license;
b) Order of rejection of the license, accompanied by the reasons for non-granting;
c) Notification regarding the removal of the request from the procedure.
Deadline for Notification upon expiration of the settlement term: 5 days from the date of confirmation of the payment of the license granting fee, in case of granting the license, respectively 5 days from the date of issuance of the license rejection order.
