Procedure regarding the recognition by USAMV Cluj-Napoca of the status of doctoral supervisor or habilitation obtained abroad*

Through this procedure, the quality of doctoral supervisor or habilitation obtained in an accredited foreign university listed in the List of prestigious universities from other countries, or in accredited institutions of higher education subject to an international mutual recognition agreement concluded at intergovernmental or interuniversity level, is automatically recognized within USAMV Cluj-Napoca. It applies to citizens of a Member State of the European Union, the European Economic Area, and the Swiss Confederation. Only in the case of temporary practice, the provisions of Law no. 200 of 2004 and art. 296 of Law no. 1 of 2011 shall apply. The exercise of the rights conferred by the status of doctoral supervisor or habilitation shall be carried out in accordance with the legal norms in force.

The decision to recognize or not recognize the quality of doctoral supervisor or habilitation can be contested within 3 days from notification, through a motivated request submitted to the University's Registry. Appeals are resolved within 5 days by the Appeals Resolution Committee, consisting of 5 members appointed by the Rector’s decision. The answer to the appeal is communicated directly to the applicant. The final decision can subsequently be challenged in the courts.
