GENERAL PROVISIONS

Art. 1.
The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union and the European Economic Area, the Swiss Confederation, and citizens of third countries.
Art. 2.
UTM recognizes the teaching positions in higher education obtained in:
a) accredited higher education institutions from member states of the European Union, the European Economic Area and the Swiss Confederation;
b) prestigious universities from other states, included in the List of Prestigious Universities from Other States, approved by OMENCS no. 5825/201 and periodically updated.

Applicants who do not fall into one of the situations mentioned above, must address directly to the National Centre for Recognition and Equivalence of Diplomas within the Ministry of National Education (CNRED).
Art. 4.
The recognition of teaching positions according to this procedure does not imply fulfilling the conditions/standards for occupying teaching positions at UTM for an indefinite period, through competition, provided in the own Methodology regarding the occupation of vacant teaching and research positions.
Art. 5.
UTM establishes a fee for the evaluation of the file for the recognition of the teaching position in higher education abroad, through the Regulation regarding the Nomenclature of Fees, approved annually by the Senate and the Board of Directors.
Art. 6.
The file for the recognition of the teaching position in higher education abroad is submitted directly by the applicant to the UTM Rectorate or on the Single Electronic Contact Point platform via the link https://edirect.e-guvernare.ro, with registration number.
Art. 7.
For the evaluation of recognition requests for teaching positions in higher education abroad, the Rector appoints by decision an Evaluation Committee, consisting of 5 members: the Vice-Rector responsible for educational activities, as president, the Secretary General of UTM, the Head of the Legal Office and two tenured teaching staff at UTM, associate professors or professors in the specialty of the applicant or in a related specialty.
Art. 8.
UTM may consult, if necessary, the National Centre for Recognition and Equivalence of Diplomas (CNRED) and the National Council for the Certification of Titles, Diplomas and University Certificates (CNATDCU) regarding the process of recognizing teaching positions in higher education abroad.
Art. 9.
(1) The recognition by UTM of teaching positions from higher education abroad is valid and produces legal effects only at the UTM level.
(2) The recognition by CNRED of teaching positions from higher education abroad is valid and produces legal effects throughout the territory of Romania.

DESCRIPTION OF THE RECOGNITION PROCEDURE FOR TEACHING POSITIONS OBTAINED ABROAD

Art. 10.
(1) Within two working days from the definitions of registration, the Rectorate submits the applicant's file to the Evaluation Committee mentioned in art. 7.

Art. 11.
(1) The deadline for resolving the request by the Committee is 10 working days from the date of file registration.
(2) By way of exception to the provisions of paragraph (1), if problems arise during the evaluation of the file whose resolution requires consulting CNRED, the issuance of the Evaluation Committee’s decision is postponed until the issues are clarified.

FINAL PROVISIONS

Art. 15.
After the contest file is registered, it remains in the UTM archive. Regardless of the evaluation result, the applicant cannot request the return of any documents from the file. The fee for file evaluation is not refundable under any circumstances.
