The purpose of this methodology is the internal implementation of Order of the Minister of Education No. 7234 of October 10, 2024, as well as establishing the responsibilities of SNSPA regarding the obligations incumbent upon it according to legal provisions, in a unified, transparent, and legal context, in close correlation with the provisions of Law No. 200/2004 regarding the recognition of diplomas and qualifications for regulated professions in Romania, with subsequent amendments and additions.
The methodology is applied within the National School of Political and Administrative Studies - SNSPA for the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad by Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
*Eligible to submit applications for the automatic recognition of the doctoral diploma and the title of doctor in sciences or in a professional field are applicants who have obtained the doctoral title at:
a. accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
b. accredited higher education institutions outside the countries specified in letter a), among the world's most prestigious higher education institutions, according to the provisions of the Order of the Minister of Education regarding the approval of the list of prestigious universities from other states.

The applicant has the right to appeal the decision of the Internal Specialty Evaluation Committee within 10 calendar days from receiving the notification. The appeal formulated by the applicant will be reviewed and resolved by the Appeals Committee within IOSUD- SNSPA within no more than 30 calendar days from the date of registration at the university. The committee's decision on the appeal is final at the SNSPA level and is communicated to both the rector and the applicant at the indicated contact details.
