Operational procedure regarding the automatic recognition by the University of Oradea of the quality of doctoral supervisor obtained in accredited higher education institutions abroad*

This procedure establishes the method by which IOSUD - UO automatically recognizes the quality of doctoral supervisor and habilitation, obtained in accredited higher education institutions abroad, in accordance with the provisions of OMENCȘ no. 5921/2016.

The provisions of this procedure apply, by all faculties and doctoral schools within the structure of the University of Oradea (UO), to those Romanian citizens and citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and third countries who request automatic recognition by IOSUD-UO of the quality of doctoral supervisor or habilitation.
Eligible persons to submit applications for automatic recognition of the quality of doctoral supervisor are applicants who have obtained the qualification of doctoral supervisor or habilitation at:
a) Accredited higher education or research-development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
b) Accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education, periodically updated;
c) Accredited higher education or research-development institutions that are subject to a national mutual recognition agreement, concluded at the intergovernmental or interuniversity level.
The evaluation and preparation period of the Acceptance or Non-acceptance Report of the request by the Doctoral School Council to which the applicant's doctoral field is assigned is 10 working days.
The decision of recognition or non-recognition is issued, following the pronouncement of the final solution, by the Rector of the University of Oradea.

Appeal routes

Appeals regarding the non-recognition of the status of doctoral supervisor or habilitation by IOSUD - University of Oradea shall be submitted to the CSUD Secretariat, registered at the UO Registry, within 15 calendar days from the receipt of the decision. The committee for reviewing appeals will be proposed by the CSUD director and will consist of 3 specialists in the applicant's field. The response to the appeal regarding the non-recognition of the status of doctoral supervisor or habilitation by IOSUD - University of Oradea will be communicated within 5 working days from the date of the response given by the committee of specialists, by the management of IOSUD – UO. Appeals regarding the non-recognition of the status of doctoral supervisor or habilitation by IOSUD - University of Oradea shall be submitted to the CSUD Secretariat, registered at the UO Registry, within 15 calendar days from the receipt of the decision.
