This procedure regulates the issuance of the opportunity opinion by the Institution Maramureș County. The department responsible for the application is the Document Reception Department.
For the issuance of the opportunity opinion, the applicant will address the Maramureș County Council by electronically submitting the following documents:
- Application for the issuance of the opportunity opinion - form;
- Urbanism certificate, copy;
- Proof of ownership of the property, land and/or constructions;
- Opportunity study;

- Proof of payment of the legal fee (copy). Payment can be made by bank transfer in the account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through TREZORERIA Baia Mare.
- Other documents the applicant considers necessary (optional).
The issuance of the opportunity opinion is conditioned by the submission by mail, to the issuer’s headquarters, of the original documents, if these do not have an electronic signature.

Written documents: explanatory technical memorandum, which includes: - presentation of the proposed investment/operation; - the proposed indicators; - the way of integrating the proposed investment/operation into the area; - presentation of the economic and social consequences at the level of the reference territorial unit; - categories of costs to be borne by private investors and categories of costs to be borne by the local public authority. 2. Drawings: - zoning location; - topographic/cadastral plan with the study area; - proposed concept - site plan showing the functions, neighboring sites, the way of ensuring access and utilities.*
