The request of the beneficiary or the owner, as applicable, specifically mentioning the area, the investment to be made, C.F. number, cadastral number and/or topographic number, signature, accompanied by a copy of the identity document.*

Certificate of registration and certificate of status from the trade register or the document on the basis of which it carries out its activity, in copy, in the case of the beneficiary legal entity.*

In case of representation, notarized power of attorney, respectively the delegation, the resolution of the general meeting of associates, the decision of the sole associate, the decision of the representative of the associative form, as the case may be, in original and copy, as well as a copy of the ID card of the authorized natural person or a copy of the passport for the authorized natural person with domicile abroad.*

Copy of the ownership document (for example: ownership title, sale-purchase contract, donation contract) or another valid land possession document (for example: concession, lease, rental, superficies, etc.) with notarized authentication. (except for requests regarding works provided in art. 7 para. 14 of Law 50/1991 on the authorization of construction works, republished).*

The owner's consent for the implementation of the investment objective on the studied site, in case the land is owned by a person other than the owner; the administrator's consent for the implementation of the investment objective on the studied site, in case the land belongs to the public/private domain of the state – in original and copy.*

Copy of the urbanism certificate (within the validity period), accompanied by the zoning plan and the site plan.*

The technical memorandum of the work, in which the investment objective is described.*

Government/county council/local council decision regarding the declaration of public utility of investment objectives of national, county, or local interest, according to the law, as applicable.*

Technical documentation drawn up by a certified and authorized person in land improvement works, with the technical solution regarding the protection of land improvement works, where the situation requires it. The documentation / Technical project will also include the technical solution for the protection of land improvement works and will be verified according to the law, obligatorily by a certified project verifier (as applicable). In the case of national roads, expressways, ring roads, highways, it is required that the technical documentation be endorsed by a certified project verifier in roads and bridges.*

Copy of the ANIF approval for permanent or temporary removal from the agricultural circuit of lands located outside the built-up areas of localities, for verifying compliance with the conditions imposed at the time of issuing the approval (if applicable).*

Copies of payment documents.*

The land registry excerpt for information accompanied by the cadastral plan excerpt, issued by the office of cadastre and real estate publicity no more than 30 days prior to the date of submitting the documentation, as applicable. (except in the case where the issuance of the construction permit is requested for the establishment and rehabilitation of land improvement infrastructure in accordance with the provisions of article 33, para. (2, letter a) of Law 138/2004 with subsequent amendments and additions); (except for requests for works provided in article 7 para 14 of Law 50/1991 regarding the authorization of construction works republished); (except for public utility investment works).*
