According to the provisions of art. 6 para. (1) and (4) of Law no. 50/1991, the urbanism certificate is an information document regarding the legal, economic and technical regime of the real estate, as well as the specific urban planning requirements for the location, determined in accordance with the provisions of the approved and endorsed urbanism documentation, a document that is issued, upon request, to any applicant - natural or legal person - without the need to present the title over the real estate or any other document proving ownership.
According to Law no. 50/1991, the urbanism certificate does not substitute the construction/demolition authorization and does not confer the right to carry out
construction works.
The documents required for the issuance of the urbanism certificate:


(1) For the issuance of the urbanism certificate, the applicant - any interested natural or legal person - must submit to the issuer a documentation including:

a) the standard request (model form F.1 - request for issuing the urbanism certificate), in accordance with the instructions for completing it, comprising:

1. identification elements of the applicant;

2. identification elements of the real estate for which the issuance of the urbanism certificate is requested, namely locality, cadastral number and land register number, unless otherwise provided by law;

3. elements defining the purpose of the request;

b) cadastral/topographical plans, highlighting the respective real estate, as follows:


1. for real estate not registered in the cadastral and real estate publicity records: zoning plan, at one of the scales 1:10,000, 1:5,000, 1:2,000, 1:1,000, 1:500, as applicable, issued upon request by the cadastral and real estate publicity office;


2. for real estate registered in the cadastral and real estate publicity records: extract from the cadastral map from the orthophotoplan and extract from the updated land register for information, issued upon request by the cadastral and real estate publicity office.

c) proof of payment of the fee for issuing the urbanism certificate, in copy.
