The application for registration in the trade register and authorization of the branch's operation is submitted to the trade register office attached to the court in whose territorial jurisdiction the applicant establishes their registered office, directly at the counter, by correspondence or online through the ONRC online service portal myportal.onrc.ro. The formalities related to registration are available on the ONRC website https://www.onrc.ro/index.php/ro/inmatriculari/persoane-juridice-sucursale .
The branch registration in the trade register is carried out based on the motivated conclusion of the trade register registrar. The issuance period for the registration certificate is 3 working days, calculated from the date of registration of the application or, as applicable, from the date of completion of the application with the requested documents.
For trade register registration operations, no fees and charges are applied, but a publication fee is charged for publishing in the Official Gazette of

According to art. 112 paragraphs (1) and (2) of Law no. 265/2022 regarding the trade register and for the amendment and completion of other normative acts with an impact on registration in the trade register, "(1) Against the registrar’s decision pronounced according to art. 108 or, as the case may be, according to art. 110, the applicant may file a complaint within 10 calendar days from the communication of the decision, in case the communication was requested by the means provided in art. 111 paragraph (1) letters b) and c). In these cases, the applicant may also file a complaint from the date of publication of the decision in the Bulletin, if this precedes the communication.
(2) In the case provided in art. 111 paragraph (1) letter a), if the decision is not collected from the counter within the document issuance term, the applicant may file a complaint within 10 days from the date of publication of the decision in the Bulletin.”
The complaint shall be filed, in the case of legal entities, at the trade register office, which will mention it in the trade register and communicate it to the court/specialized court within three working days from the date of filing.
*(2) In the case provided in art. 111 paragraph (1) letter a), if the decision is not collected from the counter within the document issuance term, the applicant may file a complaint within 10 days from the date of publication of the decision in the Bulletin.”
