The stages of concluding a service provision or services contract:
1. the beneficiary submits a firm order, request, or address
2. verification of the conditions imposed by M.82/2008 regarding: debts to the state, bankruptcy, etc.
3. negotiation of the contract by the negotiation committee of the institution
4. signing of the contract by the parties
5. advance payment of 50% of the contract value within 3 days, according to the provisions of the Minister of National Defense Order M.82/2008
6. auditing by the internal audit structure of MoND of contracts with a value greater than 50,000 lei
7. fulfillment of contractual obligations by the service provider
8. delivery of the product resulting from the provision of the service
