Online issuance of certificates/recommendations for the recognition of Romanian qualification titles for general nurse, midwife, and nurse required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist in the preparation and issuance of documents, hereinafter called attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and additions. As appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the mentioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county branch/ of the municipality of Bucharest of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In the situation where the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not respect the completion deadline, upon its expiry, the file will be automatically archived by the PCUe system.

Recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE THE YEAR 2007 - Employment record book - copy certified “true to the original” by the employer. In the case of private sector employers, the INDIVIDUAL EMPLOYMENT CONTRACT must be uploaded electronically, together with the additional documents - copies certified “true to the original” by the employer. If the applicant cannot provide proof of professional experience, a scanned statutory declaration must be attached, stating this fact. The declaration must include the full name, identification data, domicile, profession, and the statement “I declare on my own responsibility that I have not exercised the profession and do not possess proof of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM THE YEAR 2007 - a scanned declaration must be attached, mentioning the full name, identification data, domicile, profession, and the statement: “The undersigned..., I declare that I graduated from the college/school ... in the year ...”.*
