PROCEDURE DESCRIPTION FOR PCUe

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as a competent authority, draws up and issues the documents (certificates etc.) necessary for the recognition for professional purposes of Romanian qualifications titles as general nurse, midwife and nurse, in the other EU Member States.

The activities of attestation of the Romanian qualifications titles for general nurse, midwife and nurse, in the other EU Member States consist in drawing up and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided for by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with its subsequent amendments and additions. Where applicable, the attestation documents are certificates or recommendations.

The online applications for issuing the documents necessary for the professional recognition of the above-mentioned Romanian qualifications titles, accompanied by the corresponding documents, are to be sent via PCUe to the county/Bucharest branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired the status of OAMGMAMR member, the request is submitted online via PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the requested documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not comply with the deadline for completion, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialist structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania according to GEO No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified "true to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, together with the additional documents - copies certified "true to the original" by the employer. If the applicant cannot prove professional experience, they will attach a scanned self-declaration stating this. The declaration will include the name and surname, identification data, address, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and I do not possess proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration will be attached, stating the name and surname, identification data, address, profession, and the mention "I, the undersigned..., declare that I graduated from the school/faculty... in the year...."*
