In accordance with Law 278/2015, the Order of Nurses, Midwives and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates etc.) necessary for the professional recognition of the Romanian qualifications of general nurse, midwife, and medical assistant, in the other EU Member States.

The activities of certifying the Romanian qualifications of general nurse, midwife, and medical assistant, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area and the Swiss Confederation, for the professional recognition of these qualifications according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As the case may be, the attestation documents are certificates or recommendations.

Online requests for the issuance of the necessary documents for the professional recognition of the aforementioned Romanian qualifications, accompanied by the corresponding documents, are sent via PCUe to the county branch/Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT obtained the status of OAMGMAMR member, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not respect the deadline for completion, at its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

The professions of general nurse, midwife and nurse are regulated professions in Romania by Emergency Ordinance No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – The employment book – a copy certified as “true to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by the additional documents – copies certified as “true to the original” by the employer. If the applicant cannot prove professional experience, they will attach a scanned self-declaration stating this. The declaration must include the full name, identification data, domicile, profession, and the statement: “I hereby declare on my own responsibility that I have not practiced the profession and I do not possess proof of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 – a scanned declaration will be attached, in which the full name, identification data, domicile, profession, and the statement: “I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...” will be mentioned.*
