The program notice is issued to companies operating through points of work located within the municipality of Constanta where economic activities, commercial acts and service provision are carried out.
The issuance fee for the operating agreement as well as its annual visa for units carrying out the sale of products and market services, which are not found under CAEN codes 5610 (corresponding CAEN code 5530), 5630 (corresponding CAEN code 5540), and 932 - other recreational and entertaining activities, is established in the amount of 159 lei.
The fee of 159 lei is paid at the City Hall cashier, or by bank transfer to the account: RO 46TREZ23121360206XXXXX* after the documents are checked by the inspector.

By exception, for units in the Mamaia resort and Sat Vacanta, conducting activities covered by CAEN-Rev 2 code 4711 and group 472, except for code 4726, the fee for issuing the operating program notice is set at 12,588 lei; for code 4724, the fee is 3,980 lei.

*In case the economic operator does not submit the (updated) extract from the land register, the Economic Operators Authorization Service will check the Urban Planning Directorate's database regarding the existence of the building permit, implicitly the partial/final acceptance report of the building for which the authorization is requested. Economic operators who hold a partial acceptance report will obtain an operating permit only if it appears from the report that the space to be authorized is fully completed and only for the respective area. In addition, the building for which authorization is requested must be registered with S.P.I.T. Constanța as a non-residential building. If, following the database verification, these documents are not found, the economic operator is obliged to present other documents as proof of legal ownership of the real estate property (registration in the land book and cadastral documentation, sale-purchase contract, inheritance certificate, court decision, building permit, plan annex to the building permit, acceptance report, etc., as applicable).*
