This procedure is addressed to persons holding an official physiotherapy qualification (cf. art. 11 of Law no. 229/2016) and who wish to practice as physiotherapists on the territory of Romania.
According to current legal regulations, the physiotherapist practices their profession on the basis of a license for free practice issued by the College of Physiotherapists in Romania (CFZRO), validated annually.
Membership in the CFZRO is obtained upon request and is proven by the license for free practice, which is issued upon registration with the professional organization. The license for free practice consists of the main page and the annual validation.
The procedure for registration in CFZRO is managed by territorial colleges. Membership in a territorial college is determined by place of work, and in its absence, by the domicile/residence of the applicant.
According to art. 11 of Law no. 229/2016, “The official qualification in physiotherapy means:
a) bachelor's degree issued by an accredited or provisionally authorized higher education institution from Romania in the following specializations:
(i) physiotherapy;
(ii) physio-kinetotherapy;
(iii) kinetotherapy, with a period of study of 4 years;
(iv) physical education and sports, specialization kinetotherapy and special motricity, with a period of study of 3 years;
(v) kinetotherapy, with a period of study of 3 years;
(vi) physical education and sports, specialization medical physical culture;
(vii) physical education and sports, with at least 19 years experience in medical recovery, employed in the sanitary and balneary or social assistance system as a medical physical culture teacher;
(viii) balneophysiokinetotherapy and recovery;
b) bachelor's degree or another title of physiotherapist/masso-kinetotherapist/kinetotherapist, issued by one of the states provided in art. 10 or by a third state recognized or equivalated in Romania by the Ministry of National Education and Scientific Research, according to the law;
c) certificate of graduation for the bachelor's exam in physiotherapy, kinetotherapy and special motricity, balneophysiokinetotherapy and recovery, issued at the request of the graduate, which is valid until the bachelor's degree is issued, but not more than 12 months from the date of issuance; d) any other bachelor's degree issued by an accredited faculty that does not correspond to the specializations in letter a) and accompanied by a certificate issued by that faculty, attesting that the training curriculum for obtaining the respective bachelor's degree corresponds to that required for practicing the profession of physiotherapist, under the conditions of this law.”
According to art. 7 of Law no. 229/2016, “The profession of physiotherapist is exercised, on the territory of Romania, under the conditions of this law, by:
a) citizens of the Romanian state;
b) citizens of a member state of the European Union, a state belonging to the European Economic Area or the Swiss Confederation;
c) the spouse of a Romanian citizen, as well as direct line descendants and ascendants dependent on a Romanian citizen, regardless of their citizenship;
d) family members of a citizen of one of the states listed in letter b), as defined in art. 2 para. (1) point 3 of the Emergency Ordinance of the Government no. 102/2005 regarding the free movement on the territory of Romania of citizens of EU member states and the European Economic Area, approved with amendments by Law no. 260/2005, republished, with subsequent modifications; e) citizens of third states, beneficiaries of permanent resident status in Romania; f) beneficiaries of long-term resident status, granted by one of the states provided in letter b).”
Fees and Contributions:
Registration fee: 100 lei
Annual contribution – 300 RON, for the first year (representing 25 RON/month)
Registration/re-registration fee for CFZRO, in urgent mode (maximum 7 calendar days from the date of the application) – 100 RON
The payment of the contribution is indivisible and is made annually, in a single installment at registration in CFZRO, to the account of the territorial college where you will register.
