This methodology establishes the procedure by which the recognition, within Emanuel University of Oradea, of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, is carried out.
The provisions of this methodology apply to Romanian citizens, citizens of European Union member states, of the European Economic Area, of the Swiss Confederation, and citizens of third countries, who have obtained the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad in accredited higher education institutions from European Union member states, the European Economic Area, the Swiss Confederation, and in prestigious universities from other countries included in the “List of prestigious universities from other countries,” approved by OMECTS no. 5825/2016 and periodically updated.
Note: The doctoral diploma subject to recognition will be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the diploma will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or superlegalization is allowed under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

In the case of a decision to recognize/not recognize the diploma and doctoral degree, the holder of the diploma may file an appeal within 10 working days from the date of receipt of the decision. The appeal must be formulated in writing, motivated, and submitted for registration to the General Secretariat of the university. The appeal will be analyzed and resolved by the Appeal Analysis Commission, appointed by the decision of the university rector, within no more than 30 working days from the date of registration. The decision of the Appeal Analysis Commission is final and applies only within Emanuel University of Oradea. The final decision may later be challenged in court according to Romanian legislation.
