The methodology is applied within the National University of Political Studies and Public Administration - SNSPA for the recognition of the quality of doctoral supervisor obtained in higher education or research and development institutions abroad.

The purpose of this methodology is the internal implementation of Order of the Minister of Education no. 5,956 of August 13, 2024, as well as establishing the responsibilities of SNSPA regarding the obligations incumbent upon it according to legal provisions, in a unified, transparent, and legal context, in close correlation with the provisions of Law no. 200/2004 regarding the recognition of diplomas and qualifications for regulated professions in Romania, as subsequently amended and supplemented.

Entitled persons

The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries who have acquired the legal right to conduct doctorates in accredited higher education or research-development institutions abroad.

Regulated professions
The status of doctoral supervisor is found at position no. A.8 in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and additions.*

Appeal routes

The applicant has the right to appeal the decision of the internal specialized evaluation committee within 10 calendar days from receiving the notification. The appeal submitted by the applicant will be analyzed and resolved by the Appeals Committee within IOSUD-SNSPA within a maximum of 30 calendar days from the date of registration at the university. The committee’s decision on the appeal is final at the SNSPA level and will be communicated to both the rector and the applicant at the contact details provided.
