Establishes the method of automatic recognition of the status of doctoral supervisor or habilitation, obtained in accredited higher education institutions abroad.

The procedure aims to implement internally the Order of the Minister of National Education and Scientific Research no. 5.921 from December 6, 2016, as well as to establish the responsibilities of SNSPA regarding the obligations incumbent upon it according to legal provisions, in a unified, transparent, and legal context, in close correlation with the provisions of Law no. 200/2004 regarding the recognition of diplomas and qualifications for regulated professions in Romania, with subsequent amendments and completions.

Simple certified copy of the original of the doctoral diploma, if the educational document was obtained in Romania or at one of the accredited higher education institutions listed in the List of prestigious universities from other countries, approved by order of the Minister of National Education and Scientific Research and updated periodically, or the recognition certificate issued by CNRED, if the educational document was obtained at other accredited higher education institutions abroad. A diploma that is not issued in Romanian will also be presented in certified translation.*

Appeal routes

The applicant has the right to contest the decision of the Internal Specialized Evaluation Committee within 10 calendar days from the receipt of the notification. The complaint submitted by the applicant will be analyzed and resolved by the Appeals Committee within IOSUD-SNSPA within a maximum of 30 calendar days from the date of registration at the university. The committee’s decision regarding the appeal is final at the SNSPA level and is communicated to the applicant at the indicated contact details.
